West Williston Overview

What stayed is the infrastructure that boom money bought: a new airport northwest of town that opened in 2019, the Raymond Family Community Center, and a workforce that rotates in from Montana, Texas, Idaho and Minnesota on two-week hitches.

That rotating workforce is the reason cannabis questions come up constantly here, and the answer is narrower than people expect. Pure Dakota Health holds the only license in Williams County, selling exclusively to card holders enrolled in the North Dakota program. There is no adult-use option, no home cultivation, and no legal way to have anything brought to a crew camp or apartment. Employers across the patch also run their own testing programs, and a state medical card does not override a safety-sensitive policy.

The dispensary sits at 120 26th Street East on the east side of town, near the commercial ground that filled in during the boom, which keeps it convenient for workers coming off Highway 2 or up from the Highway 85 corridor. CBD and wellness retail is scattered along 2nd Avenue West and the Highway 2 bypass strip, all restricted to non-intoxicating products under the state hemp chapter. Smoke shops and glass retail concentrate in the older downtown blocks around Main Street.

North Dakota Statewide Context

North Dakota has been a medical-only state since voters approved the Compassionate Care Act as Initiated Measure 5 in 2016. The first dispensary sales did not happen until March 2019, and the program is run by the Division of Medical Marijuana inside the Department of Health and Human Services, based at 600 East Boulevard Avenue in Bismarck. The state counted 10,317 cards issued as of August 6, 2026.

August 1, 2025 brought the biggest expansion the program has had. House Bill 1203 and Senate Bill 2294 added cannabinoid edibles in the form of square hard or soft lozenges capped at 5 mg of THC per serving and 50 mg per package, dropped the in-person requirement for a first certification visit so telehealth now counts, stretched patient cards from one year to two, and raised the application fee to $40. Senate Bill 2293 capped concentrate containers at one gram. Nonresidents can now get a 60-day North Dakota card.

Politically the state has narrowed but not moved. Measure 5 lost 52.55 to 47.45 percent in November 2024, the third defeat in six years. Meanwhile Minnesota opened licensed adult-use retail in September 2025 and Montana has sold adult-use since 2022, which leaves North Dakota ringed by legal stores it gives its own residents no legal way to use.
