The city's cannabis market is small by necessity — Washington County's population is modest, and Marietta itself numbers under 14,000 residents — but the Ohio River border with West Virginia adds real weight to how that small market operates. West Virginia allows medical cannabis only, and the bridge connecting Marietta to Williamstown, West Virginia, sits close enough that cross-river awareness matters here the same way it does in Cincinnati, just at a much smaller scale.

Retail clusters in downtown Marietta near the historic riverfront district, along Pike Street running toward the eastern edge of town, and in the surrounding river communities of Belpre and Lowell. A store in any of those spots serves a genuinely small, tight-knit customer base rather than the high-volume comparison shopping seen in Ohio's bigger metros.

Ohio became the 24th state to legalize adult-use cannabis when voters approved Issue 2 in November 2023, and the first recreational sales rang up on August 6, 2024, through dispensaries that had been serving the state's medical program since 2016. The biggest 2026 change came from Senate Bill 56, signed in December 2025 and effective March 20, 2026. SB 56 folded the medical and adult-use programs into one regulatory framework under the Ohio Division of Cannabis Control, split edible potency caps so medical patients can buy stronger packages than recreational shoppers, and made it a violation to possess cannabis bought outside Ohio — every gram in your pocket now has to trace back to an Ohio-licensed dispensary or your own legal home grow.

SB 56 also shut down Ohio's parallel hemp market. As of March 20, 2026, intoxicating hemp products — delta-8 gummies, THCA flower, THC seltzers — can no longer be sold at gas stations, smoke shops, or convenience stores. Anything with more than 0.4 milligrams of total THC per container is now legally marijuana, and it can only be sold through a licensed dispensary that tests and labels it the same way it tests flower and vapes.

Adults 21 and older can possess up to 2.5 ounces of flower or 15 grams of extract, and can grow up to six plants at home (twelve per household) as long as the plants are locked up and out of public view. Recreational purchases carry a 10% state cannabis excise tax stacked on top of the regular 5.75% state sales tax and whatever local sales tax applies, for an effective rate of roughly 16.5% to 17.5% depending on the city. Delivery is still not legal for adult-use customers — SB 56 opened the door to medical-only delivery, but the Division of Cannabis Control had not finalized those rules as of September 2026, so every purchase in this guide assumes an in-person dispensary visit.
