McAlester's Italian heritage traces back to the coal mines that drew immigrant labor from Italy in the late 1800s, a history the city still celebrates each Memorial Day weekend with one of the largest Italian festivals in the region. That same coal-country economy eventually gave way to a very different federal employer: the McAlester Army Ammunition Plant, one of the largest facilities of its kind in the world.

Cannabis stays strictly prohibited on the ammunition plant's grounds regardless of a civilian's valid OMMA card, and given the facility's security-sensitive mission, enforcement there runs even stricter than at a typical federal installation, with security personnel who take unauthorized substances more seriously than most bases would. Off the plant, McAlester's civilian dispensary market serves Pittsburg County with pricing at $10-$28 an eighth, typical for a regional hub this size and comparable to what a patient would find in a similarly sized eastern Oklahoma town.

West Carl Albert Parkway carries nearly all of McAlester's dispensary traffic, a corridor named for the longtime Oklahoma congressman and House Speaker who represented Pittsburg County for decades in Washington. With the statewide moratorium locking out new licenses until 2028, the shops already parked along the parkway face essentially no risk of fresh local competition.

Oklahoma legalized medical cannabis in June 2018 when voters passed State Question 788 by a wide margin, and the program that grew out of it looks nothing like the tightly capped medical systems most other states run. There are no qualifying conditions on the books - any licensed Oklahoma physician can recommend cannabis for essentially any reason, which is why patient rolls swelled past 300,000 almost immediately, peaked near 386,000 in 2022, and have fallen since. Voters have twice declined to go further: State Question 820 failed at the ballot box in March 2023 by a wide 62-38 margin, and a second push, State Question 837, was pulled by its own proponents in November 2025 before any signatures were filed.

The Oklahoma Medical Marijuana Authority (OMMA) regulates the program, and its own licensing data tells the story of a market that overbuilt and is now consolidating. Just over 305,000 patients held active licenses on September 1, 2026, served by 1,295 dispensaries - still the highest retail density per capita in the country, down from a peak near 2,760 shops in early 2023. The legislature extended its moratorium on brand-new business licenses to August 1, 2028 under House Bill 3143, so existing operators can still open additional locations on a license they already hold, but nobody new gets in the door until then.

One rule trips up almost every out-of-state patient: Oklahoma dispensaries cannot deliver. Oklahoma Administrative Code 442:10-5-16(c) bars every licensed dispensary from sending product anywhere off its own retail floor, so shopping here means walking in or ordering ahead online for curbside pickup - never a knock on the door. A separate rule that took effect January 1, 2026, Senate Bill 1066, now requires the physicians who write recommendations to complete additional cannabis-specific training and register directly with OMMA before they can issue one, a response to years of loosely regulated telehealth clinics.

Patients pay a 7% state excise tax on top of local sales tax, pushing the effective rate to roughly 12-15% depending on the city. Home cultivation stays legal at six mature plants and six seedlings per household, and possession tops out at three ounces on your person and eight ounces at home. None of that changes the headline fact for 2026: Oklahoma remains medical-only, cannabis is not sold to the general public, and visitors expecting a walk-in adult-use shop need a $100 temporary patient license first.

Oklahoma has no real statewide brand tier to speak of. With more than 1,700 licensed growers and 570 processors feeding fewer than 1,300 shops, the market is dominated by small, single-location craft growers and processors that never scale beyond a dispensary or two - ask your local shop which of its house or partner brands moves fastest, because inventory turns over quickly in a market this saturated. Whatever you buy, check the posted certificate of analysis; Oklahoma requires lab testing but does not cap potency, so verifying the actual results matters more here than in tighter-regulated states.

The 2026 story is consolidation, not growth. The licensing moratorium now runs through August 2028, so the roughly 1,300 dispensaries operating today are the market for the next two years - no new shops, only existing operators opening additional locations. A second recreational ballot push, State Question 837, was withdrawn by its organizers in November 2025 without collecting signatures, keeping Oklahoma medical-only for the foreseeable future. SB 1066's new physician-registration rule, effective January 2026, is tightening who can write a recommendation, which may finally slow patient growth after eight years of near-unlimited expansion.
