Gresham sits at the eastern end of TriMet's MAX Blue Line, the transit spine that connects it to downtown Portland roughly 15 miles west, and that transit access shapes a customer base that includes both longtime Gresham residents and commuters passing through on their way toward the Mt. Hood foothills. The city's lower commercial rents compared to inner Portland let dispensaries here undercut the city center on price.

Historic Gresham grew as an agricultural service town before Portland's suburban expansion absorbed it, and that working-class heritage still shows in the mostly value-oriented shop mix along Powell Boulevard and Division Street. Several smaller Mt. Hood-corridor communities without their own dispensaries — places without licensed retail of their own — rely on Gresham shops as their nearest legal option.

The city's East Multnomah County location also means enforcement and delivery zones sometimes differ slightly from inner Portland, so confirming a specific retailer's licensed delivery radius matters more here than in the denser city core.

Gresham's residential neighborhoods split along a similar transit-versus-distance line: dense MAX-corridor pockets like Rockwood run some of the sharpest discount pricing in the metro, while outlying developments pushing toward Mt. Hood, like Pleasant Valley and Kelly Creek, lean almost entirely on delivery given their newer, still-developing commercial base.

Oregon voters approved Measure 91 in November 2014, possession and home grow became legal July 1, 2015, and recreational sales began October 1, 2015 through an early-start program run out of already-registered medical dispensaries before OLCC-licensed retailers took over during 2016. As of September 2026, OLCC market data counted 667 licensed retailers recording sales, on top of the producer, processor, and wholesale licensees the agency regulates, though a license moratorium tied to House Bill 4121 has kept new applications closed since 2024 outside a population-based cap of one active retail or production license per 7,500 residents 21 and older.

Adults 21+ buy flower, vapes, edibles, concentrates, and beverages from any OLCC-licensed shop with valid ID. Purchases carry a 17% state retail tax plus up to 3% in optional local tax, and Oregon has no general sales tax to stack on top. Chronic statewide oversupply keeps prices among the lowest in the nation — eighths regularly sell for $15 to $35 before tax, and deep discounts are common at licensed shops competing for the same customer base.

Two 2025-2026 changes matter to shoppers. First, Measure 119, which would have required cannabis businesses to sign labor peace agreements with unions to keep their OLCC license, passed in November 2024 but was permanently blocked by a federal district court ruling on May 20, 2025 — it is not being enforced. Second, the OLCC launched a Hemp Product Registry on January 1, 2026 (compliance enforcement begins June 1, 2026) requiring any hemp-derived product sold outside a licensed marijuana store to register with the state; intoxicating hemp cannabinoids like delta-8 and delta-10 remain restricted from general retail under HB 4121 and HB 3825.

There are no licensed cannabis consumption lounges anywhere in Oregon — public consumption is illegal statewide. A handful of private, membership-based BYOC social clubs operate in Portland in a legal gray area outside the OLCC retail framework; they are not licensed venues and should not be confused with a regulated lounge system.

Oregon's market has thousands of licensed producers and processors, so shelf lineups vary heavily by shop and region. Statewide-distributed names that show up consistently on Oregon menus include Wyld and Grön for edibles, Select for vape cartridges, and Echo Electuary for solventless concentrates. Beyond those, most Oregon shoppers build loyalty to regional growers and processors specific to their area — check the OLCC license lookup and Metrc-backed testing data on the package before buying an unfamiliar name, and treat any brand not listed with a verifiable OLCC processor or producer license as unconfirmed.

Solventless rosin and hash continue gaining shelf space over BHO-based concentrates. Low-dose THC beverages are the fastest-growing new category statewide. The license moratorium under HB 4121 has slowed new store openings, and the OLCC's new Hemp Product Registry (live Jan. 1, 2026, enforced starting June 1, 2026) is reshaping which hemp-derived products can legally sit next to licensed marijuana products.
