Johnson City is the largest of the Tri-Cities in Tennessee's northeast corner, built around East Tennessee State University in the foothills of the Blue Ridge Mountains. The brewery scene along Tipton Street and the riverside path through Founders Park have made downtown a draw well beyond the student population, and that mixed crowd shows up at the city's hemp shops too.

No marijuana dispensary has ever operated in Washington County, and state law offers no route to one opening. What changed locally this year was the hemp side: Public Chapter 526 pulled THCA flower from Johnson City shelves on July 1, 2026, and stores near campus that used to carry it switched their displays toward gummies and vapes instead.

Between ETSU students, the Ballad Health workforce that anchors much of the local economy, and longtime Tri-Cities residents, Johnson City's hemp retailers serve an unusually varied customer base for a city this size - all of them shopping from the same narrower, more carded product list that took hold this year.

The Tri-Cities' shared labor market means Johnson City, Kingsport, and Bristol hemp shoppers often cross county lines for work, but every county in that stretch follows the identical statewide rules - no dispensary, no delivery, no exceptions for East Tennessee. Online hemp orders stopped shipping statewide on July 1, 2026, so ETSU students and Ballad Health staff alike buy only at the counter. Gummies run $19-$36 here and tinctures $24-$45, pricing close to the statewide midpoint despite the region's more rural surroundings.

Tennessee is not a legal marijuana state and was not close to becoming one heading into 2026. Simple
possession of half an ounce or less is a Class A misdemeanor: up to 11 months and 29 days in jail and a
mandatory fine of $250 to $2,500. More than half an ounce is usually charged as a Class E felony for
possession with intent to sell, one to six years and up to $5,000, though weight alone is only an inference
a jury may draw. Ten to seventy pounds is a Class D felony.

Tennessee's only medical allowance is a low-THC oil exemption written in 2015 and broadened in 2021.
It shields possession of oil labeled under 0.9% THC by people diagnosed with intractable seizures or epilepsy
and, since the 2021 expansion, Alzheimer's, ALS, cancer symptoms, inflammatory bowel disease, multiple
sclerosis, Parkinson's, HIV/AIDS, sickle cell disease, or quadriplegia. It is a defense, not a program: you
need proof of a legal order from another state, because Tennessee licenses no in-state cultivation,
processing, or sale of it. No cards, no dispensaries.

The hemp side changed completely under Public Chapter 526, signed May 21, 2025. The Alcoholic Beverage
Commission replaced the Department of Agriculture as regulator on January 1, 2026, but legacy Agriculture
licensees kept selling under the 2023 rules until those licenses expired June 30. Since July 1, 2026 the full
framework binds everyone: total THC is calculated as (THCA x 0.877) plus delta-9 and capped at 0.3%, which
removes essentially all THCA flower; THCp and synthetic cannabinoids are barred in any amount; shipping and
delivery to consumers are prohibited; and sales are limited to 21-and-over stores, liquor stores, and
on-premises bars and restaurants holding hemp licenses, which locked out convenience stores, groceries, and
gas stations. Serving caps run 15 mg per serving, 30 mg per beverage container, 300 mg per edible package,
and 500 mg per cartridge.

The federal clock runs separately. Public Law 119-37 redefines hemp by total THC and caps finished
products at 0.4 mg per container; Congress delayed most of it to December 11, 2026, while cannabinoids the
plant cannot produce naturally lose federal hemp status on November 12, 2026. A Tennessee medical cannabis
bill was deferred to summer study in March 2026. Nothing here should be read as marijuana dispensaries,
delivery, or lounges existing anywhere in Tennessee - they do not.

Tennessee has no licensed marijuana brands because it has no dispensary system. In the hemp category, national brands that publish current third-party lab results are the safer bet over unlabeled local products, especially after the July 2026 compliance deadline tightened what can legally stay on a shelf. Every compliant product now carries a QR code linking to its batch Certificate of Analysis from a TABC-registered lab - scan it. The defining trend in Tennessee's cannabis market through 2026 has been contraction, not growth. Public Chapter 526 pulled THCA flower off shelves statewide on July 1, 2026 and ended online hemp sales, and the state cut its hemp wholesale tax forecast for the year from more than $55 million to under $10 million. TABC approved roughly 1,100 of about 2,000 license applications by that deadline and had already cited some 650 unlicensed sellers. A federal total-THC standard follows on December 11, 2026. Search behavior reflects the shift: Tennessee shoppers are searching more for 'is delta-8 still legal' and 'TABC hemp license' than for dispensary-style queries, because there has never been a dispensary market here to search for.
