South Amarillo Cannabis Guide: Amarillo, Texas

Amarillo anchors the Texas Panhandle, a flat, wind-swept stretch of cattle country that makes the surrounding region one of the largest cattle-feeding areas in the country, with the old Route 66 alignment running straight through downtown and the roadside art installation Cadillac Ranch drawing tourists from across the country just west of the city. That combination of agricultural economy and highway-tourism traffic gives Amarillo a retail pattern distinct from the college-town feel of nearby Lubbock.

Not one dispensing company has ever put a storefront in the Panhandle. Patients here wait on shipments, and the nearest walk-in counter sits several hundred miles south in Dallas-Fort Worth or Austin. That leaves Amarillo about as delivery-reliant as any city in this guide, matched only by El Paso clear across the state.

Hemp retail gathers in two places: the historic Route 66 blocks on Sixth Avenue downtown, and the newer commercial strips out west near the Interstate 40 and Soncy Road interchange, with a thin scatter of additional storefronts on Georgia Street heading south toward Loop 335. The two draw nothing alike. Downtown gets road-trippers and office workers; the west side gets families who have been here for decades. Stock and pricing split cleanly along that line, and a shop that wants both audiences has to work at it. Sixth Avenue's storefronts live on visibility to people passing through once; the Soncy Road stores live on repeat trade from households a few minutes away.

Texas is the country's second-most-populous state and one of its most restrictive on cannabis. There is no adult-use program and no legislative appetite for one; possession of any amount remains a criminal offense under the Health and Safety Code, prosecuted the same in Houston as in the smallest Panhandle county. The only card-based access is the Texas Compassionate Use Program (TCUP), a low-THC medical registry regulated by the Department of Public Safety.

What makes Texas complicated in 2026 is the other market: hemp-derived THC, sold at gas stations, smoke shops, and specialty retailers statewide since the 2019 hemp bill. That market nearly ended in June 2025 when the Legislature passed a near-total ban, Senate Bill 3; Governor Abbott vetoed it over constitutional concerns and ordered a special session to regulate rather than prohibit. Two special sessions later, lawmakers still had not passed a bill, so Abbott and the Department of State Health Services (DSHS) moved by executive order and emergency rule instead: the governor's order came in September 2025 and DSHS adopted emergency rules barring hemp sales to anyone under 21 on October 2, 2025.

DSHS then adopted a permanent rule, effective March 31, 2026, redefining how THC is measured and treating smokable hemp flower and pre-rolls as prohibited — though DSHS itself notes that a lower court's standing injunction still allows the distribution and retail sale of smokable hemp products. On a separate track, the Texas Supreme Court held in May 2026 that DSHS may enforce its long-stalled Schedule I classification of delta-8 and related hemp isomers; that enforcement began July 31, 2026. Where that leaves the shelf: compliant delta-9 hemp is the legal backbone, delta-8 has been pulled, and whether smokable hemp is still available depends entirely on which store you walk into.

TCUP grew through all of this. House Bill 46, effective September 1, 2025, expanded qualifying conditions, added non-smoked inhalation, replaced the old 1%-THC cap with a 1-gram-per-package limit, and authorized growing dispensing-organization licenses from three to fifteen. Three companies dispense today, and all three deliver statewide, so a patient's zip code matters far less than it used to.

Texas has exactly three companies licensed to actively dispense TCUP medical cannabis: Texas Original (Compassionate Cultivation, headquartered in Bastrop, with pickup locations in Austin, Houston, San Antonio, Plano, Frisco, Fort Worth, Hurst, Waco, Sugar Land and several smaller cities), Goodblend Texas (a Surterra Texas LLC / Parallel company, with pickup points in Austin, Houston, San Antonio, Plano, Fort Worth and Nacogdoches), and Fluent, formerly Cansortium Texas, which runs a Houston pickup dispensary plus a Schulenburg delivery site. All three run statewide delivery, so a patient's home city matters less than which company's formulations fit their condition. Twelve more companies hold conditional licenses awarded in December 2025 and April 2026 but had not received final DPS approval to dispense as of this writing. In the hemp market, treat a current Certificate of Analysis as more important than any brand name — the 2026 rule changes forced even long-established hemp brands to reformulate or pull products, so ask before buying.

2025–2026 was the most volatile stretch in Texas hemp history: a near-total ban vetoed in June 2025, two special sessions that produced no law, an executive order and emergency age-21 rule instead, then DSHS rulemaking that targeted smokable hemp and, by July 2026, delta-8 itself. TCUP kept expanding in the background, tripling its licensed dispensing-organization count under HB 46. Expect continued court fights over the smokable-hemp rule and a smaller, more heavily lab-tested hemp shelf through the rest of 2026.
