The District Overview

The District at 11400 South and Bangerter Highway is the largest retail center in the southwest valley, a big-box and restaurant development with a theater, hotels and the office space that filled in around it. It draws shoppers from Herriman, Riverton and Bluffdale as well as South Jordan. There is no cannabis license on the property, though permitted hemp retailers operate nearby. Cannabis in The District, South Jordan

South Jordan grew from farm ground into a city of about 80,000 in two decades, and most of that growth happened inside one project: Daybreak, the master-planned community built on former Kennecott land west of Bangerter Highway, with its own lake, town center and TRAX station. The rest of the city runs east from there toward the Jordan River and the I-15 frontage.

The city holds one of Utah's 15 operating licenses. Hemp retailers appear at all three under state permits limiting them to five milligrams of THC in a serving.

Utah Statewide Context

Utah voters passed Proposition 2 in November 2018, and the Legislature replaced it with the Utah Medical Cannabis Act in a December 2018 special session before it ever took effect. Sales started March 2, 2020. Six and a half years later the program has grown into something far larger than its critics predicted: 117,158 people held active medical cannabis cards in August 2026, and Salt Lake County alone accounts for roughly 42 percent of them.

Retail here is capped by statute at 17 medical cannabis pharmacy licenses, and 15 are open. They are spread across ten counties, which means most of the Wasatch Front is within a 30-minute drive of a counter while huge stretches of the state are not. Pharmacies can deliver themselves or hand off to a separately licensed courier company under rule R66-6, and one operator alone lists all 23 counties it serves. For a patient in Vernal, Delta or Roosevelt, the courier is the program. That is why the state publishes a delivery table alongside its pharmacy list rather than treating delivery as an afterthought.

The 2026 legislative session brought the biggest structural change since launch. HB 389 and SB 121, effective May 6, 2026, move the program from the Department of Health and Human Services to the Department of Agriculture and Food by January 1, 2027, and create a voucher program giving eligible Medicaid and Medicare cardholders $150 a month toward pharmacy purchases.
