Severance Cannabis Guide: Colchester, Vermont

Colchester is the most populous town in Vermont, about 17,500 people spread between the Malletts Bay shoreline, Saint Michael's College, and the interstate exits that funnel commuters toward Burlington. Its identity is split between summer lake town and year-round bedroom community, and its commercial life happens in scattered pockets rather than one downtown.

The cannabis story here is unusual. Colchester never approved retail sales at the ballot box, so no store can open. It is nonetheless one of the most important towns in the state's supply chain: the Cannabis Control Board licensee report lists both of Vermont's licensed testing laboratories at Colchester addresses, Bia Diagnostics and the lab operating as Onward Analytics, along with indoor cultivators and manufacturers including Formulation Station, Tumbleweed Sugar Co., and Vermont Essentials. Practically every gram sold anywhere in Vermont passes through this town for potency and contaminant testing, and none of it can be sold here.

That pushes shoppers outward, and the direction depends on where you live. From the Fort Ethan Allen and Severance side, Winooski is five minutes: HelloHi at 46 Main Street and Winooski Organics at 165 East Allen Street sit within a couple of blocks of each other. From the north end and Chimney Corners, Milton has two licensed shops a short run up Route 7, including Milton Remedies. From the east side, Magic Mann at 21 Essex Way in the Essex Experience is the closest counter, and the Pearl Street pair in Essex Junction is a few minutes further.

Vermont legalized possession and home cultivation in 2018 under Act 86, then spent two more years building a commercial system: Act 164 of 2020 created the Cannabis Control Board, and the first licensed adult-use sale rang up on October 1, 2022. What emerged is unlike most legal states. There are no publicly traded operators running dozens of storefronts here. The roughly 112 licensed retailers are almost all single-location businesses, and the 320-plus licensed cultivators are mostly tier 1 growers working a thousand square feet or less.

Two structural rules shape where you can shop. First, retail is opt-in: a municipality has to approve cannabis sales by Australian ballot before a store can open inside its borders, and only 79 towns and cities have done it. That is why Burlington has a dozen stores while South Burlington, Williston, Colchester, and Stowe have none. Second, the Board stopped taking new retail and cultivation applications on October 25, 2024 over saturation concerns, and those windows were still shut in September 2026 - the map of stores is largely frozen where it stands.

Act 176 of 2026, signed June 18 and effective July 1, was the biggest consumer-facing change since sales began. Possession doubled from one ounce to two, hashish from five grams to ten, and a store may now hand over two ounces in a single transaction. Landlords can no longer ban cannabis possession or edible use in a lease, though they can still forbid smoking. The Legislature also authorized the Governor to sign interstate cannabis commerce agreements if federal policy shifts.

What did not change: the 14 percent excise tax stacked on the 6 percent sales tax, the 30 percent THC ceiling on flower, and the absence of any adult-use delivery or consumption lounge.

Vermont has no dominant statewide brand because the license structure prevents one: cultivation is tiered small, and the retail application window has been closed since October 2024. What you will actually see on shelves are the state's own licensed farms and processors. Recognizable names from the CCB licensee report include Mountain Girl Cannabis in West Rutland, Upstate Elevator in Burlington, Full Circle Farm and Smugglers Notch Cannabis Company in Underhill, Sunset Lake Cannabis in South Hero, Green Mountain Sativa in Stockbridge, First Chair Farms in Plymouth, Old Growth Vermont in Danville, Last Minute Farm in Weybridge, Stash Farm in Burlington, and Vermont Rosin out of Morrisville. Shop by harvest date and by grower rather than by logo, ask which farm is running best that week, and check the state-required test results printed on the label.

The market is flat-to-modest rather than booming: the January 2026 consensus forecast put fiscal 2026 at $22.6 million in excise tax and $9.7 million in cannabis sales tax, implying roughly $160 million in taxable retail sales. With licensing frozen and 112 retailers chasing that, competition is now about price and freshness instead of new storefronts. Low-dose beverages and solventless hash keep gaining case space. Two 2026 wildcards: the event-permit pilot that lets up to ten public cannabis events a year run through 2028 with no on-site consumption, and the interstate commerce compact authority the Legislature handed the Governor.
