Bluefield State Cannabis Guide: Bluefield, West Virginia

Bluefield sits at roughly 2,600 feet, higher than any other sizeable city in West Virginia, which is why the chamber of commerce has handed out free lemonade whenever the thermometer touches ninety for the better part of a century. The Norfolk and Western built this place as the gateway to the Pocahontas coalfield, and the classification yards below town still move coal. Bluefield State University, a historically Black land-grant institution, sits on the hillside above downtown.

The peculiarity here is the border. The state line runs through the built-up area, with Bluefield, Virginia directly adjoining, and East River Mountain rises behind both with the interstate tunnel punched through it. None of that produces a shopping option. Virginia legalized possession in 2021 but has no open adult-use stores, its medical dispensaries require a Virginia certification, and West Virginia recognizes no outside credential and forbids carrying product across any line.

So Mercer County patients drive north. Greenlight operates the county's only permitted counter at 112 Expert Circle in Princeton, reached in about twelve minutes on U.S. 460 and the interstate, and it is part of a six-store network that also covers Beckley, Lewisburg, Elkins, Summersville and Stollings. Beyond Princeton, the next closest options are the five stores in Beckley, roughly fifty minutes north on the turnpike. Downtown Bluefield, the Cumberland Road commercial strip and the Green Valley area all feed onto the same route out.

West Virginia sells cannabis to registered patients and nobody else. The Medical Cannabis Act became law on April 19, 2017, and the first legal sale did not happen until November 12, 2021, when Trulieve opened its doors on Earl Core Road in Morgantown. Adult use is not legal. Home cultivation is not legal. The Office of Medical Cannabis, housed inside the Bureau for Public Health on Capitol Street in Charleston, runs licensing, patient registration and enforcement.

The program has grown into something substantial. State license data showed 93 active commercial permits in September 2026: 75 dispensary, nine grower, nine processor. About 67 storefronts were operating in May 2026 for roughly 35,700 approved patients, and monthly retail sales have held between $7.3 million and $8 million across the year. Shopping means carrying your digital card plus the exact ID you registered with, ordering ahead online, and picking the order up in person. No licensed operator delivers to a home address.

Two rules make this market unlike any other in the region. Smoking is unlawful, full stop. Combustion, rolling papers, pipes and water pipes are all prohibited under the Act, so dry leaf reaches the counter strictly as material for vaporizing, and pre-rolls are not a category here. Dispensaries also cannot sell edibles. You may stir purchased oil or tincture into your own food at home, but no gummy or chocolate crosses a register.

Pricing is unusually clean. The 10 percent tax lands on the dispensary rather than on you, and the statute forbids printing it as a separate line on a receipt, so the shelf price is the final price. The 2026 session was busy and unproductive: an edibles bill cleared the House and died in Senate committee, the home-grow and smoking bills never left their first committee, and Governor Patrick Morrisey vetoed the bill that would have redirected program fund money.

Everything on a West Virginia shelf comes from nine licensed growers and nine licensed processors inside the state, so menus look similar in Wheeling and Bluefield. HillFire markets itself as the locally owned and grown West Virginia option and moves flower, vape cartridges and tinctures through most of the chains. Verano supplies its Zen Leaf stores from a 40,000-square-foot cultivation and processing plant in Beaver. Trulieve, The Cannabist Company, Greenlight, Country Grown Cannabis, NewLeaf and The Landing all carry a mix of house-branded and in-state partner product. Because operator counts are capped by statute at ten dispensary permits per company, no single brand dominates a region, and the practical move is to compare two or three menus in your county before you order ahead.

Watch two numbers. First, the Medical Cannabis Program Fund: reporting in October 2025 pegged collections near $34 million with essentially none of it spent, which is why HB 5074 tried to reallocate the money and why the governor vetoing it on April 1, 2026 mattered. Second, the license gap. The state is authorized for 100 dispensaries, has issued 75, and had about 67 open, so there is room for another three dozen counters in underserved counties. Federally, the November 2026 deadline in the 2025 appropriations act closes the intoxicating hemp channel that some West Virginia shops leaned on, which should push more buyers toward the permitted medical system.
