Janesville is the Wisconsin city that lives closest to a major dispensary without having one. Sunnyside opened in South Beloit directly off I-39/90 at the state line, a 7,200-square-foot store that has run five to seven thousand customers a week and outperformed its own projections, with Wisconsin plates a large share of the traffic. From most of Janesville that is a twenty-minute drive. Rockford adds another twenty minutes and more competition. None of that proximity bends Wisconsin law: a first possession charge here is a misdemeanor and a repeat is a felony, and the interstate between the border and Janesville is patrolled with exactly this traffic in mind.

The city itself has been rebuilding since the General Motors assembly plant closed in 2008, with the ARISE riverfront project reshaping downtown along the Rock River and the Milton Avenue corridor absorbing most of the retail growth. Rock County adopted no ordinance softening possession, so the state statute is the whole story locally.

Hemp retail follows Milton Avenue north toward the interstate, holds a cluster around Center Avenue and Court Street, and fills in through the convenience and liquor stores serving the neighborhoods. Wisconsin sits alone. Illinois began adult-use sales on January 1, 2020, Michigan in December 2019, and Minnesota launched its state-licensed retail market on September 17, 2025, which leaves Wisconsin as the only state touching all three with no marijuana program of any kind. There are no Wisconsin marijuana brands, because the state licenses no cultivators. The verifiable action is in hemp beverages, and Wisconsin is unusually deep in it: Lifted Made, headquartered in Kenosha, makes the Highlandia line that broke into the top five THC drink sellers in the state in July 2026, and also produces the Urb brand.
