Onalaska Overview

Onalaska sits just north of La Crosse along Lake Onalaska and the Highway 16 retail corridor, a city of about eighteen thousand that holds most of the region's big-box shopping. Its strip centers and large grocery and liquor stores carry the widest hemp beverage selection in the area, and several vape counters operate along the corridor. Traffic comes from Holmen, West Salem, and the rural counties north and east. From here the drive to the Winona dispensary is slightly shorter than from downtown La Crosse.

Delivery in Onalaska

Corridor shops deliver hemp into Onalaska and Holmen with a minimum order, and grocery apps carry seltzer from partnered stores. Marijuana delivery is unlawful throughout La Crosse County.

Local Pricing

Volume retail on Highway 16 produces the best beverage case pricing in the region, with four-packs regularly at the bottom of the local range.

Onalaska FAQ

For beverages and bulk buying, yes, given the larger stores.

How far to Winona from here?

Slightly under half an hour, a few minutes shorter than from downtown.

Does the city have its own ordinance?

No. State law applies with no local modification.

Market Overview

Cannabis in Onalaska, La Crosse

La Crosse sits where the Black and La Crosse rivers meet the Mississippi, with Grandad Bluff behind it and Minnesota directly across the water. That geography is the whole cannabis story here. Minnesota launched state-licensed adult-use retail on September 17, 2025, and Winona Dispensary opened on East Second Street in Winona in 2026, about half an hour north on the Minnesota bank. La Crescent sits five minutes across the bridge and has been working through its own retail licensing, so call ahead rather than assuming. What does not change is the return trip: possession in Wisconsin is a misdemeanor on a first offense, a Class I felony on a second, and crossing the river with cannabis is separately a federal offense.

The city runs on education and healthcare. UW-La Crosse, Viterbo University, and Western Technical College put more than fifteen thousand students downtown, and the Gundersen and Mayo Clinic Health System campuses employ thousands more under testing policies that treat hemp THC exactly like marijuana.

Hemp retail concentrates downtown and on the arterials. Third and Fourth Streets carry the bar district and the shops serving it, State Road and Losey Boulevard hold the neighborhood counters, and Rose Street on the north side plus the Onalaska strip on Highway 16 pick up the regional traffic. BUZZN lists La Crosse among its Wisconsin markets, and hemp seltzers pour at bars through the Oktoberfest season and beyond.

Wisconsin Statewide Context

Wisconsin sits alone. Illinois began adult-use sales on January 1, 2020, Michigan in December 2019, and Minnesota launched its state-licensed retail market on September 17, 2025, which leaves Wisconsin as the only state touching all three with no marijuana program of any kind. There is no dispensary license to apply for, no patient registry, no home grow allowance, and no state agency that oversees marijuana - the closest thing to a cannabis regulator here is the USDA, which took over hemp production licensing from the Department of Agriculture, Trade and Consumer Protection on January 1, 2022.

The penalties are heavier than most people expect. Under Wis. Stat. 961.41(3g)(e), possession of any amount is a misdemeanor on a first offense, punishable by up to six months in jail and a $1,000 fine. A second offense - and any prior drug conviction counts, not just a marijuana one - is a Class I felony carrying up to three and a half years and a $10,000 fine. Milwaukee County reduced its own ordinance fine to $1 for 25 grams or less in March 2021, and Madison permits possession of up to 28 grams on private property, but neither touches the state statute or the officers who enforce it.

What fills the gap is hemp. Wisconsin never banned smokable hemp, so THCA flower sits in jars next to delta-8 cartridges, delta-9 gummies, and canned THC seltzers in vape shops, liquor stores, groceries, and bars across the state. Wisconsin set no statewide purchase age for any of it; Wood County wrote the first local age rule in 2022 and Milwaukee followed in July 2025 with a 21-and-over ordinance carrying fines up to $1,000 per sale.

That entire market has an expiration date. The federal hemp redefinition caps finished products at 0.4 milligrams of total THC per container, and the stopgap signed September 3, 2026 pushed most of those restrictions from November 12 to December 11, leaving only cannabinoids the plant cannot produce on the original date.

Shopping Guide

What to Buy in Onalaska

Product availability in Onalaska, La Crosse follows Wisconsin regulations. Here's what's available and what to expect:

🌿 Flower

No marijuana flower is sold legally in Wisconsin, but hemp-derived THCA flower is - the state never passed a smokable hemp ban, so jars of high-THCA bud sit openly in vape and hemp shops. It converts to delta-9 THC when heated, which is exactly why the federal rewrite targets it.

💨 Vape Cartridges

Marijuana cartridges are illegal at any size. Hemp-derived delta-8, delta-10, and HHC carts are widely stocked; HHC loses federal cover on November 12, 2026 and the converted delta-8 and delta-10 versions follow on December 11.

🚬 Pre-Rolls

Hemp pre-rolls made from THCA or CBD flower are legal to sell here and common at the counter. Marijuana pre-rolls are a criminal possession item regardless of how small the joint is.

🍫 Edibles

Hemp-derived gummies and chocolates are the deepest category in Wisconsin retail. There is no state milligram cap per package and no statewide purchase age, so a gas station cooler can legally hold 5 mg pieces and 100 mg pieces side by side.

💎 Concentrates

Marijuana concentrate is charged under the same possession statute as flower. Hemp-derived rosin, diamonds, and distillate do appear in Wisconsin shops and are the least consistently lab-verified thing on the shelf.

💧 Tinctures & Oils

CBD and low-dose hemp THC tinctures are the least legally contested product in the state, sold in pharmacies, co-ops, and wellness shops since Wisconsin legalized CBD possession with a physician certification in 2017.

🧴 Topicals

Hemp balms, roll-ons, and patches sell freely in grocery stores, gyms, and chiropractic offices statewide, and no pending state or federal deadline meaningfully threatens the non-intoxicating ones.

Brands

Top Cannabis Brands in Onalaska

These Wisconsin-licensed brands are available at dispensaries serving Onalaska, La Crosse:

There are no Wisconsin marijuana brands, because the state licenses no cultivators. The verifiable action is in hemp beverages, and Wisconsin is unusually deep in it: Lifted Made, headquartered in Kenosha, makes the Highlandia line that broke into the top five THC drink sellers in the state in July 2026, and also produces the Urb brand. Crescent Canna reports distribution in more than 100 Wisconsin stores, Wynk and BUZZN both publish Wisconsin retailer maps, and two Milwaukee breweries jumped the fence, Third Space Brewing and Eagle Park Brewing. Whatever you pick, scan the lab report before you pay, because Wisconsin requires no retail testing standard behind the label.
