Madison wrote the most permissive local cannabis rule in Wisconsin and then had to live inside a state that ignores it. The city ordinance allows a person 18 or older to possess up to 28 grams on private property, or on public property with the owner's or tenant's permission - a real protection from a city citation, and no protection at all from Wis. Stat. 961.41. That distinction turns geographic fast in a city this small. The Capitol grounds are state property patrolled by Capitol Police. The UW-Madison campus is state property patrolled by UWPD. Both enforce the statute the city ordinance cannot touch.
Because the criminal exposure sits mostly with driving and with leaving city limits, Madison's market grew sideways into hemp instead.
