Racine works the Lake Michigan shoreline between two much larger markets and gets the cannabis consequences of both. Milwaukee is thirty minutes north with its county dollar-fine ordinance and its dense hemp retail; the Illinois dispensaries are thirty-five minutes south past Kenosha. Racine itself has neither - no licensed store, no local ordinance reducing penalties, and a state statute that makes a first possession charge a misdemeanor and a second a Class I felony. The city's manufacturing base, from the SC Johnson campus to the Case works, means widespread workplace drug testing, and standard panels cannot separate hemp-derived THC from marijuana.

That testing reality shapes buying here more than the law does. A worker who drinks a legal hemp seltzer on Saturday can fail a Monday screen, and Wisconsin's zero-tolerance driving statute compounds it - any detectable delta-9 in blood is an OWI regardless of source or impairment, and officers gained roadside oral fluid screening in March 2026.

Retail runs along the obvious corridors. Washington Avenue carries hemp and vape counters west toward the interstate, Douglas Avenue serves the north side, and Durand Avenue picks up the traffic heading toward Sturtevant and Mount Pleasant. Downtown and Uptown have independents mixed among the restaurants and shops, and the large liquor and grocery stores handle beverages. Racine's hemp trade sits squarely in the strip-center and corner-store tier, which is precisely what the federal container limit removes at the end of 2026.

Wisconsin sits alone. Illinois began adult-use sales on January 1, 2020, Michigan in December 2019, and Minnesota launched its state-licensed retail market on September 17, 2025, which leaves Wisconsin as the only state touching all three with no marijuana program of any kind. Milwaukee County reduced its own ordinance fine to $1 for 25 grams or less in March 2021, and Madison permits possession of up to 28 grams on private property, but neither touches the state statute or the officers who enforce it.

What fills the gap is hemp. Wisconsin never banned smokable hemp, so THCA flower sits in jars next to delta-8 cartridges, delta-9 gummies, and canned THC seltzers in vape shops, liquor stores, groceries, and bars across the state. Wisconsin set no statewide purchase age for any of it; Wood County wrote the first local age rule in 2022 and Milwaukee followed in July 2025 with a 21-and-over ordinance carrying fines up to $1,000 per sale.

That entire market has an expiration date. The federal hemp redefinition caps finished products at 0.4 milligrams of total THC per container beginning November 12, 2026, with a September 2, 2026 stopgap moving most of the restrictions to December 11 while leaving synthetic-conversion cannabinoids on the original date.

There are no Wisconsin marijuana brands, because the state licenses no cultivators. The verifiable action is in hemp beverages, and Wisconsin is unusually deep in it: Lifted Made, headquartered in Kenosha, makes the Highlandia line that broke into the top five THC drink sellers in the state in July 2026, and also produces the Urb brand.
