Louisiana • CONSUMPTION LOUNGES
A pharmacy-based medical program, a busy hemp beverage scene, and no licensed lounge anywhere
New Orleans is a hospitality city, which makes the absence more noticeable here than in most states. Louisiana dispenses medical cannabis through licensed pharmacies rather than dispensaries, and the statute that created that system created no consumption venue. Separately, hemp-derived THC products at 5 milligrams per serving are sold under a permit system run by the Office of Alcohol and Tobacco Control. Those two tracks get conflated constantly, particularly on Bourbon Street and Frenchmen.
Four categories get called lounges in Louisiana. Only one of them is even in the cannabis program.
Roughly 23 licensed pharmacies serve the medical program against a statutory cap of 30. They dispense with a pharmacist consultation and must offer delivery at least monthly per ZIP code served. Consumption on the premises is not permitted at any of them.
Louisiana permits hemp-derived THC beverages and edibles at 5 milligrams per serving through ATC-permitted retailers. Venues serving them are operating under hemp and alcohol regulation, not the cannabis program. They are not licensed cannabis lounges and the products are much weaker than dispensary items.
Ordinary retail. Some sell ATC-permitted hemp products and some sell accessories. Nothing in Louisiana law authorizes consumption on the premises of either.
No Louisiana alcohol permit allows cannabis consumption. New Orleans hotels enforce strict smoking policies with substantial cleaning fees, and the French Quarter is heavily policed for reasons that have nothing to do with cannabis.
New Orleans generates more false cannabis lounge listings than any other Southern city. Here is how to sort them.
Louisiana is generous about who can become a patient and strict about where anything can be consumed.
No lounge fees exist. These are the Louisiana numbers that matter.
Are there cannabis lounges in New Orleans?
No licensed ones. Venues advertising a cannabis lounge experience in New Orleans are serving hemp-derived products under a separate permit system, not operating under the state cannabis program.
What is the difference between a hemp bar and a dispensary?
A hemp bar sells ATC-permitted products capped at 5 milligrams of THC per serving to the general public. A marijuana pharmacy dispenses full-strength medical product to patients with a physician recommendation, and it cannot let you consume on site.
Can I consume at a Louisiana pharmacy?
No. Louisiana pharmacies dispense and consult. Consumption on the premises is not permitted anywhere in the program.
Is possession decriminalized?
Possession of 14 grams or less is a fine-only offense statewide under the 2021 reform. That is not legalization and it does not authorize consumption in public.
Where can a patient legally consume?
On private property with the owner permitting it. There is no public consumption allowance and no licensed venue.
Do I need a card to buy?
Louisiana issues no card. You need a recommendation from a Louisiana-licensed physician, which is transmitted to a licensed pharmacy. There is no state fee.
Can I smoke in the French Quarter?
No. Public consumption is not authorized, the Quarter is heavily policed, and venue smoking rules there are strict for tobacco as well.
Is a lounge framework being considered?
No consumption venue license exists in Louisiana law, and legislative attention has focused on hemp beverage regulation rather than social use. Nothing is pending as of September 2026.
