Louisiana does not have dispensaries. It has licensed marijuana pharmacies, and no patient card at all.
The Louisiana model is genuinely different. There is no state card to apply for and no condition list to match. Your physician writes a recommendation, sends it to a licensed pharmacy, and you deal with a pharmacist rather than a budtender. If you have shopped in Colorado or Michigan, expect something closer to filling a prescription than to browsing a store.
You need a photo ID and a recommendation already on file at the pharmacy. Louisiana issues no patient card, so the recommendation is the credential.
Federal banking rules apply here the same as anywhere else, so cash is the safe assumption despite the pharmacy setting.

Where can I legally use it?
On private property where the owner permits it. Public consumption is not authorized anywhere in Louisiana, including the French Quarter.
