Cannabis Consumption Lounges in Montana

Adult-use retail since 2022, hundreds of dispensaries, and no licensed place to consume

Montana legalized adult-use sales from January 2022 and built a large retail footprint quickly, with 412 licensed dispensaries across the state. It did not build a hospitality layer. There is no consumption venue license, public use is prohibited, and an unusually large share of the places visitors want to be, including Glacier and Yellowstone, is federal land where state law does not apply at all.

What Exists in Montana

The categories people ask about, and what each is licensed to do.

Adult-use and medical dispensaries

Open, 412 statewide

Montana dispensaries serve adult-use customers 21 and older at 20 percent tax and registered patients at 4 percent. They sell, they offer curbside pickup, and medical patients can have product delivered. None holds a consumption endorsement, because Montana issues none.

Examples: Licensed dispensaries across Billings, Missoula, Bozeman, Great Falls and Kalispell

Curbside pickup

Legal statewide

Montana permits collecting your order from a vehicle parked immediately outside the dispensary, for medical and adult-use alike. Useful, and not remotely the same thing as a place to consume.

Examples: Most licensed dispensaries

Hotels, cabins and rentals

Private property rules apply

A property owner may permit consumption on their own property, which makes an explicitly cannabis-friendly rental the practical answer for visitors. Most Montana hotels prohibit smoking, and resort towns enforce it.

Examples: Individual properties, subject to the owner policy

Private clubs and events

Not authorized

Montana recognizes no private-club or event consumption license. Charging dues or admission does not convert an unlicensed consumption space into a lawful one.

Examples: No licensed examples exist

National parks and forest land

Federal jurisdiction, cannabis prohibited

Glacier, Yellowstone and the national forests are federal land where cannabis remains illegal regardless of Montana law. That covers a very large share of the places visitors actually go.

Examples: Not a lawful option anywhere on federal land

How to Check a Montana Lounge Claim

Montana listings tend to be dispensaries mislabeled by directory sites rather than genuine claims.

  • Check the Montana Department of Revenue Cannabis Control Division licensee list. Dispensary, cultivator, manufacturer and testing exist. Consumption does not
  • Any Montana venue advertising on-site cannabis use is unlicensed
  • A dispensary offering curbside pickup is not offering a place to consume
  • Ski and park towns advertise cannabis-friendly lodging. That is a private property policy, not a licensed venue
  • For a licensed lounge, look to states with social-use frameworks, and leave the product there

What to Expect on the Ground

Buying is easy across most of Montana. Consuming legally, particularly as a visitor, takes planning.

  • Adults 21 and older buy with a government photo ID at 20 percent tax
  • Registered patients buy at 4 percent tax and can have product delivered
  • Curbside pickup is permitted for both medical and adult-use customers
  • Adult-use sales availability depends on how each county voted, with local opt-in required elsewhere
  • Public consumption is prohibited, including in parking lots and at trailheads
  • Glacier, Yellowstone and the national forests are federal land where cannabis is illegal
  • Winter driving plus impairment is a genuinely serious combination here, and enforcement reflects that

Rules That Actually Apply

The Rules

  • Consume only on private property where the owner permits it
  • No public consumption anywhere in Montana
  • No consumption on federal land, which covers much of the state
  • No consumption in a vehicle, moving or parked
  • No consumption on dispensary property, including in the curbside pickup space
  • Driving after consuming is an impaired driving offense with no patient exception

Lounge Etiquette

  • Confirm the rental or cabin policy in writing before you plan around it
  • Do not consume at trailheads or scenic pullouts. Most are federal or state land
  • Keep product sealed in the original packaging while driving
  • Do not consume around children or non-consenting adults
  • Plan transport before consuming, particularly in winter
  • Store product secured at home, especially if you cultivate

What Things Cost

No lounge fees exist. These are the Montana numbers that matter.

Lounge entry Not applicable, no licensed lounges
Adult-use tax 20 percent
Medical tax 4 percent
Medical registry fee A modest annual state fee
Provider certification 100 to 200 dollars
Delivery Available to medical patients only

Common Questions

Does Montana have cannabis lounges?

No. Montana licenses cultivation, manufacturing, testing and dispensaries. There is no consumption venue category in state law or rule.

Can I consume at a dispensary?

No. Montana dispensaries sell and offer curbside pickup. Consumption on the premises, including in the pickup area, is not permitted.

Where can visitors legally consume?

On private property where the owner permits it. That normally means a rental or cabin whose owner has explicitly allowed it, since hotels usually prohibit smoking.

What about Glacier or Yellowstone?

Both are federal land where cannabis remains illegal regardless of Montana law. The same applies to the national forests, which cover a large share of the state.

Is delivery an option?

Only for registered medical patients, under Mont. Admin. R. 42.39.413. Adult-use delivery is not permitted, so those customers use curbside pickup instead.

Why does my county have no dispensary?

Adult-use sales availability is tied to how each county voted in 2020, with other counties required to opt in locally. Coverage varies sharply across Montana as a result.

Is a lounge framework being considered?

No consumption license exists and none is pending as of September 2026. Legislative attention has focused on tax and licensing structure rather than social use.

Does a medical card change where I can consume?

No. The card changes tax, delivery access and the minimum age. The consumption rules are identical for patients and adult-use customers.
