Where can I legally consume?
On private property where the owner permits it. Maryland licenses no consumption venues and public use is prohibited.
Can I take it to DC or Virginia?
No. Crossing a state or district line with cannabis is a federal issue, and neither jurisdiction authorizes your Maryland purchase under its own rules.
