Virginia • FIRST-TIMER GUIDE

Your First Virginia Dispensary Visit

Possession has been legal since 2021 and there is still no adult-use store. The medical route is the only lawful counter in the state.

Virginia is the strangest market in the country right now: adults can possess and grow, and cannot buy. Retail was enacted in June 2026 with sales expected around July 2027. Until then, a written certification from a registered practitioner and a visit to a pharmaceutical processor is the only lawful way to buy cannabis in Virginia.

Before You Go

Certification and ID

Virginia removed the state patient registration requirement, so what you bring is a written certification from a registered practitioner plus photo ID.

  • Virginia driver license or state ID
  • United States passport
  • Military ID
Tips
  • Keep a copy of the written certification. It is the document that gives you access
  • Certifications have expiry dates. Check yours before making the drive
  • A registered agent may collect on behalf of a patient under the program rules

How to Pay

Cash is the reliable option, with debit accepted at most processors.

Cash
Always accepted
ATMs are usually available on site.
Debit card
Commonly accepted
Often a rounded cash-advance transaction with a fee.
Credit card
Not accepted
Insurance does not cover it either.

💡 Medical product in Virginia is priced against a limited processor market rather than retail competition, so expect to pay more than in Maryland until adult-use retail opens.

Find Your Processor

Virginia divides the state into health service areas, each served by a registered pharmaceutical processor and its dispensing facilities.

Tips
  • Check which processor serves your area and whether it delivers to you
  • Delivery was expanded by HB 391 in 2026 and is a genuine option for many patients
  • Do not plan around adult-use retail. It is not expected until around July 1, 2027

Inside the Dispensing Facility

Arrival

Virginia dispensing facilities are clinical and orderly, with security at the entrance and a waiting area before the retail floor.

Check-In

Certification and ID are verified before you enter the dispensing area.

  1. Present your written certification and photo ID
  2. Staff verify your certification is current
  3. A pharmacist or trained staff member works through the options with you

💡 Say it is your first visit. Virginia processors are used to explaining that the certification, not a card, is what grants access, and that adult-use retail is still a year away.

Security

A guard, cameras and a controlled door. Routine and quick.

The Sales Floor

Product behind glass or on screens. Because each processor makes its own products, you are shopping one brand at a time rather than comparing many.

Working with Staff

Ask about dosing and about delivery coverage for your address. Both are more useful questions here than a discussion about strains, given the limited catalog.

Product Types Explained

Virginia processors carry a full medical range, produced in house because the framework is vertically integrated.

Flower

Predictable

Dried cannabis flower, available to Virginia patients through registered processors.

Duration
1 to 3 hours

First-Timer Tip: Buy the smallest quantity offered and choose something in the lower THC range.

Duration
4 to 8 hours

First-Timer Tip: Five milligrams and nothing else for two hours.

Tinctures

Liquid drops taken under the tongue with a marked dropper.

Onset
15 to 45 minutes
Duration
4 to 6 hours

First-Timer Tip: Half a dropper, then wait a full hour.

Vape cartridges

Strong and fast

Concentrated oil in a cartridge used with a battery.

Onset
Within minutes
Duration
1 to 3 hours

First-Timer Tip: One short pull is a full dose for a new patient.

Topicals

No intoxication

Creams and balms applied to the skin for localized relief.

Onset
15 to 30 minutes, localized
Duration
2 to 4 hours

First-Timer Tip: A sensible first purchase with no head effect.

Taxes and Prices

Virginia medical purchases carry ordinary sales tax and are not covered by insurance. Prices sit above neighboring Maryland because the processor market is small and vertically integrated, with no retail competition to push them down. That is one of the things adult-use retail is expected to change from around July 2027.

Typical Prices (After Tax)

Eighth of flower (3.5g) 40 to 65 dollars
Vape cartridge 40 to 70 dollars
Edible package 20 to 35 dollars
Tincture 45 to 85 dollars
Topical 35 to 70 dollars
Typical first visit total 50 to 100 dollars

Your First Dose

The Golden Rules

  • Two puffs, or one 5 mg edible, then stop
  • Give edibles two full hours before deciding they did nothing
  • Consume at home. Virginia licenses no consumption venues
  • No alcohol on the first try
  • Never drive after consuming. A certification is no defense to an impaired driving charge

⚠️ If You Feel "Too High"

Uncomfortable, temporary and not dangerous. It peaks and then fades.

  • Sit or lie down somewhere quiet
  • Drink water and eat something plain
  • Slow your breathing, four counts in and four out
  • Tell someone what you took and when
  • Do not drive and do not add anything else

First Visit Checklist

Before you leave

  • Current written certification from a registered practitioner
  • Government photo ID
  • Cash or debit, 80 dollars or more
  • Delivery coverage checked, since HB 391 expanded it in 2026

At the counter

  • Say it is your first visit
  • Ask for a lower-potency option
  • Buy one product in the smallest size
  • Ask how refills and certification renewal work

After you leave

  • Keep product sealed in its labeled packaging while driving
  • Do not consume in the car or anywhere public
  • Take the smallest dose at home
  • Store it away from children and pets

Common Questions

Can I buy cannabis in Virginia without a certification?

No. Possession has been legal since July 2021, but there is no adult-use store. Until retail opens, a written certification and a registered pharmaceutical processor is the only lawful counter.

Do I need a state medical card?

No. Virginia removed the patient registration requirement. A written certification from a registered practitioner is the operative document.

When will adult-use stores open?

Retail was enacted through budget bill HB 30, signed June 30, 2026, with sales expected around July 1, 2027. A microbusiness direct-to-consumer track may begin no sooner than November 1, 2026.

Is delivery available?

Yes, through registered pharmaceutical processors, and HB 391 in 2026 expanded it. Check whether your address is covered.

Can I grow my own instead?

Yes. Adults may grow up to four plants per household, which has been lawful since July 1, 2021. Plants must be labeled and out of public view.

What about the gifting shops?

Not lawful. Virginia has legislated repeatedly against gifting schemes, and the product is unregulated as well as unlicensed.

Where can I legally consume?

On private property where the owner permits it. Public consumption is prohibited and Virginia licenses no consumption venues.

Final Thoughts

Virginia asks you to be patient. Possession and home growing are legal, adult-use stores are expected around July 2027, and until then the medical route is the only lawful counter. Get a certification if you qualify, use delivery where it reaches you, and avoid the gifting shops entirely.
