Hatcher Pass Cannabis Guide: Palmer, Alaska

Palmer is the agricultural heart of Alaska, laid out in 1935 when federal colonists from the upper Midwest were resettled onto the Matanuska Valley bench, and the street grid, the Colony church and the barn roofs still show it. About 7,400 people live here under Pioneer Peak, the Alaska State Fair fills the fairgrounds every August, and the surrounding farms grow the oversized vegetables the valley is known for. It is a genuinely different town from Wasilla eleven miles west, and its cannabis rules went a different direction too.

Palmer banned commercial cannabis early on, then reversed course. In October 2020, city voters passed a referendum repealing the ban, opening the city to licensed marijuana businesses while Wasilla kept its own prohibition in place. That vote is why Palmer has storefronts inside the city while its neighbor pushes retail out to borough land. Palmer levies a city sales tax and the Matanuska-Susitna Borough does not, so a purchase inside city limits carries a small percentage that the same purchase outside would not.

The stores follow the valley's road pattern. Matanuska Cannabis Company sits at 3550 South Old Glenn Highway near the Butte turnoff, Country Cannabis at 2323 South Trunk Road catches the Wasilla-bound traffic, The Connoisseur Lounge operates at 226 Evergreen Avenue close to the downtown grid, and Hatcher's Grass is out at 9300 North Palmer-Fishhook Road on the way to Hatcher Pass. Green Jar keeps a Hatcher Pass location and Bad Gramm3r serves this side of the valley as well.

Alaska runs a full adult-use market under the Alcohol and Marijuana Control Office and its five-member Marijuana Control Board. Ballot Measure 2 passed in November 2014, personal possession and home cultivation became legal on February 24, 2015, and commercial sales started on October 29, 2016 when Herbal Outfitters opened in Valdez. AMCO's active license list carried 209 retail marijuana stores in September 2026, spread from Ketchikan to Utqiagvik, and Alaska was one of the few states that added licensees in early 2026 while national counts kept falling.

Buying is strictly in person. Regulations let a store sell only to a customer standing on the licensed premises or waiting at a designated window or curbside pickup spot, so you can order online but you cannot have cannabis brought to your door, your hotel, or your village. A store may not sell one person more than an ounce of usable flower, seven grams of inhalable concentrate, or 5,600 milligrams of THC in combined products per day. Edibles are capped at 10 milligrams of THC per serving and 100 milligrams per package, a limit doubled in September 2021.

Alaska has no state sales tax and no percentage tax at the register. Instead cultivators pay a weight-based excise when product leaves the farm: $50 an ounce for bud, $25 for immature bud, and $15 for trim. That cost is baked into shelf prices before any local tax. Anchorage adds a 5% municipal marijuana sales tax and the Fairbanks North Star Borough adds 5%.

Three things shifted in 2025 and 2026. A federal judge upheld Alaska's restrictions on intoxicating hemp in May 2025, keeping delta-8 and similar products out of gas stations and inside licensed stores. The Anchorage Assembly approved edible-only consumption inside retail shops but indefinitely postponed smoking cafes in October 2025. And House Bill 91, which would cut the $50 ounce tax and swap it for a 6% sales tax, still had not passed as of late August 2026.

Everything on an Alaska shelf is grown, made, and tested inside Alaska, because nothing can cross a state line. Names carried on the AMCO license roll and rotating through menus statewide include Top Hat Concentrates in Juneau, X-Tracted Laboratories in Talkeetna, Cold Creek Extracts in Houston, Greatland Ganja in Kasilof and Denali Fire Extracts in Anchorage for extracts and carts; and Baked Alaska and Arctic Bakery in Fairbanks, Momo's Bakery and Cultivated Confections in Anchorage, Lady Gray Gourmet Medibles in Soldotna and Kreative Konfections in Wasilla for edibles. Flower labels change with every harvest and are rarely the same twice. Availability is regional, so ask what came in this week rather than hunting a specific label.

Tax reform is the story the industry keeps watching: House Bill 91 would drop the cultivator tax to $12.50 an ounce before replacing it with a 6% sales tax, but it stalled again in the 2026 session. On-site consumption is spreading slowly rather than quickly, with Anchorage allowing edibles indoors and holding the line on smoking. Solventless hash and low-dose beverages are the two categories gaining shelf space fastest, and stores in freight-dependent towns are leaning harder on in-house cultivation to hold prices down.
