Adults 21+ pay a 16% state marijuana excise tax on top of the standard 5.6% state transaction privilege tax plus city and county tax, which pushes most receipts to roughly 24-27% total at checkout; registered medical patients skip the 16% excise tax entirely, which is why renewing a card still pencils out for regular buyers even in a recreational-legal state.
