Its cannabis position was settled at the ballot box rather than in a council chamber: a citizens' initiative on the November 2020 ballot proposed permitting up to two retailers plus delivery and cultivation, drew organized opposition from the school board and neighborhood groups, and lost by a wide margin.

Six years on, nothing has replaced it. The state license database shows no active cannabis permit of any type at a Solana Beach address as of September 2026, and the city has not opened a permit process. California got here first and got here messily. Proposition 215 made it the first medical state in 1996, Proposition 64 passed on November 8, 2016 with about 57% of the vote, and licensed adult-use sales opened January 1, 2018. Two 2026 changes matter at the counter. AB 8 took effect January 1, 2026 and banned hemp flower, hemp pre-rolls, inhalable hemp-THC products and synthetic cannabinoids like delta-8 and HHC from sale by anyone in California - smoke shops and licensed dispensaries alike - under Business and Professions Code section 26070.2.
