Bear is one of the odder entries on any Delaware city list, because it is not a city at all. It is a census-designated place of more than twenty thousand people that grew out of a rail crossroads and now covers a broad stretch of subdivisions between Route 40, Route 7 and the C and D Canal. There is no mayor, no council and no town line - New Castle County government handles land use for the whole area.
That matters for cannabis, because the opt-out power Delaware handed to municipalities is what kept stores out of Middletown, Lewes and the beach towns. Bear had no municipality to exercise it. What Bear lacks instead is an applicant: no licensed operator has opened along the Route 40 or Route 7 corridors here despite the traffic counts. Buyers head north to the New Castle junction counter, about ten minutes, or west to Newark, about twelve.
For anyone looking at sites, this is one of the more interesting pockets in the state. Pulaski Highway between Salem Church Road and the Route 1 interchange carries heavy volume, Bear-Christiana Road connects the subdivisions to the Christiana hospital and mall complex, and the Wrangle Hill and Route 72 stretch links toward Delaware City.
