Wailuku Border Cannabis Guide: Kahului, Hawaii

Kahului is where Maui does business. The deep-draft harbor, the island only major airport, the shopping centers on Kaahumanu Avenue and the big-box retail off Dairy Road all sit within a few square miles, and most of the island commutes here for work or errands at least weekly. The old Puunene sugar mill closed in 2016, ending plantation agriculture on Maui and leaving a large amount of former cane land in play.

Cannabis retail followed the same logic as everything else on this island: it landed in the working blocks rather than on a scenic road. Maui Grown Therapies operates at 44 Paa Street, a short hop from both the airport and the harbor, in the grid of warehouses, contractors and service businesses that supply the whole island.

The visitor factor is significant. Kahului Airport handles nearly all arriving traffic, and mainland patients who registered with the Hawaii Department of Health before flying often make the dispensary their first or last stop. What they cannot do is carry any of it onward to Oahu or Kona, since inter-island transport is excluded from lawful medical use.

The Paa Street and Alamaha Street blocks, the Dairy Road corridor and the Kaahumanu Avenue strip form the commercial spine here. Businesses on those streets already see every driver on the island; a licensed store on Paa Street is on the same map as the auto shops and wholesalers Maui residents visit anyway.

Hawaii passed the first state medical cannabis law written by a legislature rather than a ballot measure in 2000, then waited seventeen years for a store to open. Act 241 built the dispensary system in 2015, and the first legal sale happened on Maui in August 2017. Everything you can buy today flows through that system: eight licensed companies, each growing and manufacturing on the island where it sells, with the Department of Health Office of Medical Cannabis Control and Regulation running licensing, testing oversight and inspections.

Access starts with a 329 card. A physician or advanced practice registered nurse certifies a qualifying condition, you apply through the state portal, and registration costs $38.50 for one year or $77.00 for two. Act 241 of 2025 capped what a certifying provider may charge at $105 for a one-year certification and $210 for a two-year one, and it let providers establish the patient relationship over telehealth. Roughly 29,200 in-state patients held valid cards as of July 2026.

Cardholders may possess four ounces of usable cannabis and grow up to ten tagged plants at one registered site. Dispensaries cannot sell more than four ounces to any patient in fifteen consecutive days or eight ounces in thirty. There is no separate cannabis excise tax, so your receipt reflects the general excise tax, passed on at up to 4.712 percent in every county.

Two things trip people up. Cannabis cannot be carried between islands, not even by a patient with a valid card, because federal airspace and waters sit in between. And hemp is regulated hard: interim rules effective January 28, 2026 cap gummies at one milligram of THC per piece, ban hemp flower and hemp vapes outright, and require every retailer selling hemp products to register with the state.

Only eight companies hold Hawaii dispensary licenses, and each sells its own cultivation under its own name. On Oahu you have Aloha Green Apothecary, Cure Oahu and Noa Botanicals. Maui County has Maui Grown Therapies and Pono Life Maui. Hawaii Island has Big Island Grown and Hawaiian Ethos. Kauai has Green Aloha. There are no third-party brands imported from the mainland, because nothing may cross state or county lines; what you see on a shelf was grown and packaged by that licensee or bought from another Hawaii licensee through an approved dispensary-to-dispensary transfer.

The 2026 legislative session ended the way the previous several did: the Senate moved a narrow low-dose adult-use measure, SB 3275, and it died at the March 12 crossover deadline after House leadership said the votes were not there. Regulators, meanwhile, were busy. The November 2025 dispensary rules loosened what stores may sell and let a caregiver sit in the waiting room, while Act 269 of 2025 forced every hemp retailer in the state to register, with enforcement starting July 1, 2026. Patient counts are drifting up slowly, not spiking.
