Neither store sits on the waterfront. Alii Drive is hotels, restaurants and shave ice, and cannabis retail landed instead in the working blocks above and north of it, where rents are lower and parking exists. That is also where the visiting patient traffic goes, because Kona International Airport at Keahole is only about fifteen minutes north and the resort corridor stretches from Keauhou to the Kohala Coast.

The retail geography is compact. Big Island Grown occupies Pawai Place in the Brewers Block beside Kona Brewing Company, just mauka of Kuakini Highway. Hawaiian Ethos sits nearby on Olowalu Street in the old industrial area off Kaiwi Street, the same grid of warehouses, dive shops and light manufacturing that serves the whole coast. Businesses along Kaiwi, Pawai and the Palani Road approach are on the streets every Kona patient already knows how to find.

Hawaii Statewide Context

Hawaii passed the first state medical cannabis law written by a legislature rather than a ballot measure in 2000, then waited seventeen years for a store to open. Cardholders may possess four ounces of usable cannabis and grow up to ten tagged plants at one registered site. Dispensaries cannot sell more than four ounces to any patient in fifteen consecutive days or eight ounces in thirty. There is no separate cannabis excise tax, so your receipt reflects the general excise tax, passed on at up to 4.712 percent in every county.

Two things trip people up. Cannabis cannot be carried between islands, not even by a patient with a valid card, because federal airspace and waters sit in between. And hemp is regulated hard: interim rules effective January 28, 2026 cap gummies at one milligram of THC per piece, ban hemp flower and hemp vapes outright, and require every retailer selling hemp products to register with the state.
