Kaneohe Town Cannabis Guide: Kaneohe, Hawaii

Kaneohe sits under the Koolau range on the wet side of Oahu, where the cliffs catch the trade winds and the rain arrives most afternoons. The bay in front of it is the largest sheltered body of water in the state, with the sandbar, the Heeia fishpond and the Marine Corps base occupying the peninsula at its northern end. It is suburban, green and separated from town by two tunnels and a mountain.

That geography is the whole story for cannabis access. Crossing the Pali or Likelike into Honolulu takes twenty to thirty minutes on a good day and considerably longer in a downpour or a lane closure, which is why the windward counter matters so much. Noa Botanicals at 46-028 Kawa Street in the Windward Centre is the only licensed dispensary on this entire coast, and Cure Oahu in Kailua is the nearest alternative.

Military households are a large presence, and this is where the state and federal split bites hardest. Marine Corps Base Hawaii sits minutes away, and cannabis remains prohibited for service members, federal employees and contractors regardless of a Hawaii 329 card. The base itself is federal property where state registration means nothing.

Commercial life runs along Kamehameha Highway through town, past Windward Mall and the Windward City center, and out to the Kawa Street and Haiku Road pockets. The dispensary sits in that same cluster, which is where windward residents already shop, bank and eat.

Hawaii passed the first state medical cannabis law written by a legislature rather than a ballot measure in 2000, then waited seventeen years for a store to open. Act 241 built the dispensary system in 2015, and the first legal sale happened on Maui in August 2017. Everything you can buy today flows through that system: eight licensed companies, each growing and manufacturing on the island where it sells, with the Department of Health Office of Medical Cannabis Control and Regulation running licensing, testing oversight and inspections.

Access starts with a 329 card. A physician or advanced practice registered nurse certifies a qualifying condition, you apply through the state portal, and registration costs $38.50 for one year or $77.00 for two. Act 241 of 2025 capped what a certifying provider may charge at $105 for a one-year certification and $210 for a two-year one, and it let providers establish the patient relationship over telehealth. Roughly 29,200 in-state patients held valid cards as of July 2026.

Cardholders may possess four ounces of usable cannabis and grow up to ten tagged plants at one registered site. Dispensaries cannot sell more than four ounces to any patient in fifteen consecutive days or eight ounces in thirty. There is no separate cannabis excise tax, so your receipt reflects the general excise tax, passed on at up to 4.712 percent in every county.

Two things trip people up. Cannabis cannot be carried between islands, not even by a patient with a valid card, because federal airspace and waters sit in between. And hemp is regulated hard: interim rules effective January 28, 2026 cap gummies at one milligram of THC per piece, ban hemp flower and hemp vapes outright, and require every retailer selling hemp products to register with the state.

Only eight companies hold Hawaii dispensary licenses, and each sells its own cultivation under its own name. On Oahu you have Aloha Green Apothecary, Cure Oahu and Noa Botanicals. Maui County has Maui Grown Therapies and Pono Life Maui. Hawaii Island has Big Island Grown and Hawaiian Ethos. Kauai has Green Aloha. There are no third-party brands imported from the mainland, because nothing may cross state or county lines; what you see on a shelf was grown and packaged by that licensee or bought from another Hawaii licensee through an approved dispensary-to-dispensary transfer.

The 2026 legislative session ended the way the previous several did: the Senate moved a narrow low-dose adult-use measure, SB 3275, and it died at the March 12 crossover deadline after House leadership said the votes were not there. Regulators, meanwhile, were busy. The November 2025 dispensary rules loosened what stores may sell and let a caregiver sit in the waiting room, while Act 269 of 2025 forced every hemp retailer in the state to register, with enforcement starting July 1, 2026. Patient counts are drifting up slowly, not spiking.
