Wailea Border Cannabis Guide: Kihei, Hawaii

Where people in Wailea Border actually buy, what it costs, and what is legal in Kihei, Hawaii as of September 2026.

Informational only. We don’t sell or deliver cannabis and we’re not a dispensary.

Wailea Border Overview

The line between Kihei and Wailea falls near Keawakapu Beach, where the condominium density gives way to manicured resort grounds, golf courses and the Shops at Wailea. Resort guests and second-home owners dominate south of that line, and the atmosphere shifts noticeably. There is no dispensary in Wailea or Makena, so anyone staying at those hotels drives north into Kihei, ten to twenty minutes depending on the property. Resort grounds are almost universally smoke-free, which makes edibles the default for guests who register in advance.

Delivery in Wailea Border

Wailea and Makena resorts receive no cannabis deliveries, delivery being unlawful throughout Hawaii. Guests with an approved registration drive north to one of the two Kihei counters themselves.

Local Pricing

Resort guests routinely spend $80 to $150 across an eighth, a cartridge and an edible pack, then have to finish or discard it before flying out.

Wailea Border FAQ

Is there a dispensary in Wailea?

No. The nearest counters are both in Kihei, ten to twenty minutes north.

Can I consume on resort grounds?

Almost certainly not. Most Wailea properties are smoke-free throughout and public areas are covered by the state ban.

Do I need to register before arriving?

Yes. Out-of-state patient approval must be in hand before you reach Hawaii.

Market Overview

Cannabis in Wailea Border, Kihei

Kihei runs six miles down the dry leeward shore of South Maui, a nearly continuous ribbon of condominiums, beach parks and strip plazas between the ocean and Piilani Highway. It gets less rain than almost anywhere else on the island, which is exactly why it filled with vacation rentals and retirees, and why the resident population swells with long-stay visitors much of the year.

That mix explains the retail. South Maui supports two licensed counters despite having no urban core, because the combination of full-time residents and registered visiting patients is large enough to justify them. Pono Life Maui sits on East Lipoa Street off Piilani Highway, and Maui Grown Therapies keeps a smaller express counter inside the Kihei Shopping Center. That is more choice than Kahului gets.

The practical constraint here is consumption rather than purchase. Kamaole beach parks, Kalama Park and the entire shoreline are public property where cannabis use is prohibited, and most condominium associations along South Kihei Road are smoke-free across the whole property. Registered visitors who buy flower frequently discover they have nowhere lawful to use it, which is why edibles and tinctures move heavily in this town.

Commercially, Kihei is organized around South Kihei Road, the Piilani Highway plazas, the Azeka centers and the Lipoa Street light industrial pocket. Both dispensaries sit on that spine, which is where every South Maui errand already happens.

Hawaii Statewide Context

Hawaii passed the first state medical cannabis law written by a legislature rather than a ballot measure in 2000, then waited seventeen years for a store to open. Act 241 built the dispensary system in 2015, and the first legal sale happened on Maui in August 2017. Everything you can buy today flows through that system: eight licensed companies, each growing and manufacturing on the island where it sells, with the Department of Health Office of Medical Cannabis Control and Regulation running licensing, testing oversight and inspections.

Access starts with a 329 card. A physician or advanced practice registered nurse certifies a qualifying condition, you apply through the state portal, and registration costs $38.50 for one year or $77.00 for two. Act 241 of 2025 capped what a certifying provider may charge at $105 for a one-year certification and $210 for a two-year one, and it let providers establish the patient relationship over telehealth. Roughly 29,200 in-state patients held valid cards as of July 2026.

Cardholders may possess four ounces of usable cannabis and grow up to ten tagged plants at one registered site. Dispensaries cannot sell more than four ounces to any patient in fifteen consecutive days or eight ounces in thirty. There is no separate cannabis excise tax, so your receipt reflects the general excise tax, passed on at up to 4.712 percent in every county.

Two things trip people up. Cannabis cannot be carried between islands, not even by a patient with a valid card, because federal airspace and waters sit in between. And hemp is regulated hard: interim rules effective January 28, 2026 cap gummies at one milligram of THC per piece, ban hemp flower and hemp vapes outright, and require every retailer selling hemp products to register with the state.

Shopping Guide

What to Buy in Wailea Border

Product availability in Wailea Border, Kihei follows Hawaii regulations. Here's what's available and what to expect:

🌿 Flower

Island-grown flower is the backbone of every Hawaii menu, sold in grams, eighths and occasionally quarters. Because each licensee cultivates on the island where it sells, strain lineups differ sharply between Kona, Kahului and Honolulu.

💨 Vape Cartridges

Cartridges and safe pulmonary administration devices are sold to patients, and the November 2025 rule update also cleared dispensaries to stock vaporizers, grinders, papers and cones. Hemp-derived vapes are banned statewide.

🚬 Pre-Rolls

Singles and multi-packs are on most menus, though volumes are small compared with mainland markets and popular strains sell out between harvests.

🍫 Edibles

Gummies, chocolates, chews and capsules dominate. Dispensary edibles are dosed for patients rather than capped at hemp limits, so read the package rather than assuming a five-milligram serving.

💎 Concentrates

The November 2025 interim rules explicitly allowed inhalable oil extracts and concentrates that contain no nicotine, tobacco or hemp-derived cannabinoids, which widened the dab and cartridge shelf.

💧 Tinctures & Oils

Sublingual tinctures and drink boosters are a staple for older patients and anyone who cannot smoke; dosing is measured per milliliter on the label.

🧴 Topicals

Balms, salves and roll-ons are stocked for joint and muscle complaints and do not count against your inhaled routine, though they still come out of your four-ounce allowance.

Brands

Top Cannabis Brands in Wailea Border

These Hawaii-licensed brands are available at dispensaries serving Wailea Border, Kihei:

Only eight companies hold Hawaii dispensary licenses, and each sells its own cultivation under its own name. On Oahu you have Aloha Green Apothecary, Cure Oahu and Noa Botanicals. Maui County has Maui Grown Therapies and Pono Life Maui. Hawaii Island has Big Island Grown and Hawaiian Ethos. Kauai has Green Aloha. There are no third-party brands imported from the mainland, because nothing may cross state or county lines; what you see on a shelf was grown and packaged by that licensee or bought from another Hawaii licensee through an approved dispensary-to-dispensary transfer.
