Mililani Tech Park Cannabis Guide: Mililani, Hawaii

Mililani was Hawaii first master-planned community, laid out by Castle and Cooke on former pineapple land starting in 1968 and later split by the H-2 freeway into Mililani Town on the west side and Mililani Mauka on the east. It has won national civic awards, it has recreation centers instead of a downtown, and it is about as suburban as Hawaii gets. Roughly thirty thousand people live here at eight hundred feet, where nights are noticeably cooler than the coast.

For cannabis, the defining fact is absence. Central Oahu, from Wahiawa through Mililani to Waipio, has no licensed dispensary of any kind, and the state has not opened a new licensing round since the original one. Every legal purchase means a freeway trip, most often south to Aiea, sometimes west to Kapolei if the patient is headed that way anyway.

The military presence matters here as much as anywhere on the island. Schofield Barracks and Wheeler Army Airfield sit minutes north, and a large share of Mililani households are active duty, retired military, or federal civilian. Cannabis remains prohibited for all currently serving and federally employed personnel regardless of a Hawaii 329 card, which is the most consequential caveat in this town.

Commercially, Mililani runs on Meheula Parkway, the Town Center, the Mauka Marketplace and the Kamehameha Highway frontage, with the tech park and Central Oahu Regional Park at the edges. That is the map a dispensary serving central Oahu patients needs to appear on.

Hawaii passed the first state medical cannabis law written by a legislature rather than a ballot measure in 2000, then waited seventeen years for a store to open. Act 241 built the dispensary system in 2015, and the first legal sale happened on Maui in August 2017. Everything you can buy today flows through that system: eight licensed companies, each growing and manufacturing on the island where it sells, with the Department of Health Office of Medical Cannabis Control and Regulation running licensing, testing oversight and inspections.

Access starts with a 329 card. A physician or advanced practice registered nurse certifies a qualifying condition, you apply through the state portal, and registration costs $38.50 for one year or $77.00 for two. Act 241 of 2025 capped what a certifying provider may charge at $105 for a one-year certification and $210 for a two-year one, and it let providers establish the patient relationship over telehealth. Roughly 29,200 in-state patients held valid cards as of July 2026.

Cardholders may possess four ounces of usable cannabis and grow up to ten tagged plants at one registered site. Dispensaries cannot sell more than four ounces to any patient in fifteen consecutive days or eight ounces in thirty. There is no separate cannabis excise tax, so your receipt reflects the general excise tax, passed on at up to 4.712 percent in every county.

Two things trip people up. Cannabis cannot be carried between islands, not even by a patient with a valid card, because federal airspace and waters sit in between. And hemp is regulated hard: interim rules effective January 28, 2026 cap gummies at one milligram of THC per piece, ban hemp flower and hemp vapes outright, and require every retailer selling hemp products to register with the state.

Only eight companies hold Hawaii dispensary licenses, and each sells its own cultivation under its own name. On Oahu you have Aloha Green Apothecary, Cure Oahu and Noa Botanicals. Maui County has Maui Grown Therapies and Pono Life Maui. Hawaii Island has Big Island Grown and Hawaiian Ethos. Kauai has Green Aloha. There are no third-party brands imported from the mainland, because nothing may cross state or county lines; what you see on a shelf was grown and packaged by that licensee or bought from another Hawaii licensee through an approved dispensary-to-dispensary transfer.

The 2026 legislative session ended the way the previous several did: the Senate moved a narrow low-dose adult-use measure, SB 3275, and it died at the March 12 crossover deadline after House leadership said the votes were not there. Regulators, meanwhile, were busy. The November 2025 dispensary rules loosened what stores may sell and let a caregiver sit in the waiting room, while Act 269 of 2025 forced every hemp retailer in the state to register, with enforcement starting July 1, 2026. Patient counts are drifting up slowly, not spiking.
