Northwest Nazarene Cannabis Guide: Nampa, Idaho

The Amalgamated Sugar plant still runs on the north side of Nampa, and the Snake River Stampede still fills the Ford Idaho Center every July. Canyon County agriculture built this city, and that identity shapes its politics: Nampa votes considerably more conservative than Boise and has never produced meaningful local pressure for cannabis reform. What it has produced is the shortest commute in Idaho between a large population and a licensed dispensary.

That geography is the whole story. Ontario, Oregon sits about 33 miles west, roughly 35 minutes on I-84 through Caldwell, and the city of Ontario has estimated that around 90% of its cannabis customers cross from this side. Nampa households make that trip more casually than Boise ones do because it is a shorter errand. The catch is the return leg, where Idaho State Police work the corridor between the Snake River and the Karcher interchange, and where a lawful Oregon purchase becomes a misdemeanor with a $300 mandatory minimum attached.

Nampa's own retail runs along the commercial spines: Nampa-Caldwell Boulevard, the Karcher Road strip near Treasure Valley Marketplace, Garrity Boulevard by the Idaho Center exit, and 12th Avenue Road through the middle of town. Those blocks hold the vape shops, smoke shops and CBD counters that serve the county, and all of them operate under a rule most customers do not know about: Idaho requires retail hemp to test at 0.0% THC rather than the federal 0.3%. For a shop owner on Caldwell Boulevard, that single number decides what can legally go on the shelf.

Idaho is one of three states, alongside Kansas and South Carolina, that reached mid-2026 with no cannabis program of any kind. There is no adult-use statute, no patient registry, no city that can decriminalize on its own, and no licensed storefront inside the state line. Marijuana sits in Title 37, Chapter 27 of Idaho Code with the rest of the controlled substances, and interdiction on I-84, I-90 and US-95 is a standing part of highway policing.

Penalties got heavier in 2025, not lighter. House Bill 7 took effect July 1, 2025 and attached a mandatory minimum $300 fine to possession of three ounces or less for anyone 18 or older, on top of a misdemeanor that already carried up to a year in jail and a $1,000 ceiling. Above three ounces the charge becomes a felony punishable by up to five years and $10,000. A pound of product, or 25 plants, moves a case into trafficking with mandatory prison time attached.

The hemp shelf is not a workaround. Idaho requires retail hemp products to test at 0.0% THC, and legal CBD has to come from five specific parts of the plant listed in Idaho Code 37-2701. That rules out delta-8, hemp-derived delta-9 gummies and seltzers, THCA flower, and ordinary full-spectrum oil that any other Western state sells freely. House Bill 879, signed in April 2026 and effective July 1, 2026, pulled consumable and inhalable hemp retail formally under the state hemp act.

So Idahoans drive. Ontario sits just over the Snake River in Oregon and moves better than $100 million a year, with city officials estimating roughly 90% of buyers arrive from this side. Jackpot in Nevada, Clarkston and Spokane Valley in Washington, and West Yellowstone in Montana cover the other corners. Every one of those sales is lawful where it happens and unlawful the second it re-enters Idaho.

No cannabis brand is legally sold in Idaho, so there is nothing honest to recommend inside the state line. What exists is verified retail across four borders. In Ontario, Oregon, roughly a dozen licensed shops operate, among them Burnt River Farms, Weedology, Treasure Valley Cannabis Company and Hotbox Farms. Thrive Cannabis Marketplace runs a 24-hour store at 1868 Royal Drive in Jackpot, Nevada. Canna4Life, Sativa Sisters and Greenfield Company serve the Lewiston-Clarkston valley from the Washington side. Primo Cannabis, Cinder and Cannabis and Glass cover the Spokane Valley and Liberty Lake approaches to north Idaho. Lone Peak Cannabis, Yellowstoned and Northstar Organics sit on Targhee Pass Highway in West Yellowstone, Montana. Every one of those purchases is legal there and illegal here.

Two things define the 2026 cycle. First, the Idaho Medical Cannabis Act died at the signature stage: Secretary of State Phil McGrane announced on July 14, 2026 that the campaign came in around 58,024 valid signatures against a 70,725 threshold, and qualified in 13 legislative districts instead of the required 18. Second, HJR 4 goes to voters on November 3, 2026, and would amend the constitution to give the legislature sole authority over legalizing marijuana and other psychoactive substances, closing the initiative route for good. Meanwhile hemp retail tightened again under House Bill 879 in July 2026.
