Cicero sits directly against Chicago's western border, and for most of the 20th century that border mattered more for what it kept out than what it let in - Al Capone based his bootlegging operation here in the 1920s specifically because Cicero sat outside Chicago police jurisdiction. Today the town is one of the most densely populated suburbs in Illinois, with a population that's overwhelmingly Hispanic and Latino, reshaping Cicero's retail and restaurant scene, including its cannabis dispensaries.

That Chicago border proximity now works in Cicero's favor for a different reason: no municipal cannabis tax stacks on top of state and county rates here, so a purchase identical to one made blocks away in Chicago's Austin or North Lawndale neighborhoods costs Cicero shoppers a few percentage points less. Chicago residents on the western edge of the city sometimes cross into Cicero specifically for that savings.

Dispensaries here serve a genuinely bilingual customer base, with Spanish-speaking staff common at most storefronts given the town's demographics. CTA Blue and Pink Line service reaches Cicero directly, making it one of the more transit-accessible collar suburbs for anyone shopping without a car - a genuine advantage over car-dependent suburbs further from the city.

Illinois became the 11th state to legalize recreational cannabis when Gov. J.B. Pritzker signed the Cannabis Regulation and Tax Act on June 25, 2019, and it remains the only state to get there through a legislative vote rather than a ballot initiative. On the craft side, Revolution Cannabis and Aeriz have built reputations for small-batch flower that regularly outranks the big MSOs on potency and terpene testing.
