Otter Creek Cannabis Guide: Ankeny, Iowa

Ankeny added more people in the last twenty years than most Iowa cities have in total, expanding north and east from a small rail town into subdivisions, a community college campus and one of the busiest commercial interchanges on I-35. The John Deere Des Moines Works keeps a manufacturing base under all that growth, and DMACC brings thousands of students through daily. Cannabis retail has not followed any of it - Polk County still has no dispensary inside its own borders.

For a registered patient the trip is short by Iowa standards. The Windsor Heights store on Apple Valley Drive sits about twenty minutes southwest, either down I-35 to I-235 or across on Merle Hay Road. What is available once you arrive is a program of non-combustible forms only: vape cartridges, extract for vaporizing, tablets, capsules, tinctures, dissolvable powder and topical lotion. Nothing smokable and no marijuana edible is part of it, and every purchase counts toward 4.5 grams of THC in a 90-day span.

Hemp is what Ankeny actually sells. Registered retailers concentrate along Delaware Avenue, the Oralabor Road commercial belt near the interstate, SE Ankeny Boulevard through the older business strip, and the newer centers around Prairie Trail. Liquor stores and specialty shops there carry seltzers and gummies at Iowa's serving ceiling, checked at 21 and over. Because the city's median age runs young and household formation is fast, the beverage category moves harder here than the tincture and topical shelves that dominate older Iowa towns.

Iowa has never legalized marijuana for adults and did not move toward it in 2026. The one lawful route to marijuana-derived THC is the Medical Cannabidiol Program, run by the Iowa Department of Health and Human Services through its Office of Medical Cannabidiol under Iowa Code chapter 124E. It has been dispensing since December 2018 and now carries close to 20,000 registered Iowans. A physician, physician assistant, advanced registered nurse practitioner or podiatrist signs a certification form, the patient applies online, and a digital card arrives within about a week. The fee is $100, or $25 for people on Medicaid, Hawk-i, SSI or SSDI.

The product rules are the tightest part. Iowa permits vaporizable cartridges and concentrates, tablets, capsules, tinctures, water-soluble powders, lotions and ointments. Combustible flower is banned outright, and so is any edible carrying more than 0.3 percent total THC. The default purchase ceiling is 4.5 grams of THC across a rolling 90-day window, liftable only by a practitioner waiver that established patients can request at renewal. Two vertically integrated manufacturers grow, extract and stock every shelf in the state.

Two things shifted in 2026. House File 990, signed June 2 and effective July 1, raised the statutory dispensary cap from five to ten and wrote a pathway for non-residents to buy here. HHS still listed exactly five open stores in September 2026, so the cap moved before the doors did. Separately, on April 28, 2026 the DEA scrapped its old hearing schedule and set a new one for June, so marijuana is still federally Schedule I and no Iowa rule moved with it.

Everything else sold as THC in Iowa is hemp. Since July 1, 2024, consumable hemp products are capped at 4 milligrams per serving and 10 milligrams per container, restricted to buyers 21 and older, and sold only by retailers registered with HHS. Inhalable hemp is a criminal offense. Recreational possession of marijuana remains a serious misdemeanor carrying up to six months in jail and a $1,000 fine on a first conviction, with no decriminalization threshold anywhere in the state.

Iowa has exactly two licensed manufacturers, and they supply every dispensary in the state, so the brand list is short and honest. Bud & Mary's runs the Windsor Heights and Sioux City stores and produces the Batch, NUO and TheMyx lines of cartridges, tablets, tinctures and topicals. Iowa Cannabis Company operates the Waterloo, Iowa City and Council Bluffs counters and carries full-spectrum cartridges alongside the same oral and topical forms. On the hemp side the strongest Iowa-made names are Climbing Kites, the THC seltzer built by Des Moines brewery Lua with Big Grove Brewery, and Day Dreamers from Field Day Brewing in North Liberty - both reformulated to the 4 mg serving ceiling when it took effect. Read the certificate of analysis before you buy anything hemp-derived.

The dispensary cap doubled in 2026 without a single new door opening yet, which makes the next twelve months the most interesting stretch Iowa has had since 2018. House File 990 authorizes ten stores and adds non-resident access, so the map that has run through Windsor Heights, Sioux City, Waterloo, Iowa City and Council Bluffs for years is finally in play. Meanwhile the hemp side faces the opposite pressure: Iowa already caps servings at 4 mg, and the federal redefinition tightens finished products to 0.4 mg total THC per container on November 12, 2026. Minnesota retail crossed 148 licensed stores in 2026 and Nebraska is still years from a counter, which leaves Iowa surrounded on nearly every side.
