Is Weed Legal in Iowa? 2026 Laws, the Five Dispensaries and the Hemp THC Rules

Overview

Iowa has never legalized marijuana for adults and did not move toward it in 2026. The one lawful route to marijuana-derived THC is the Medical Cannabidiol Program, run by the Iowa Department of Health and Human Services through its Office of Medical Cannabidiol under Iowa Code chapter 124E. It has been dispensing since December 2018 and now carries close to 20,000 registered Iowans. A physician, physician assistant, advanced registered nurse practitioner or podiatrist signs a certification form, the patient applies online, and a digital card arrives within about a week. The fee is $100, or $25 for people on Medicaid, Hawk-i, SSI or SSDI.

The product rules are the tightest part. Iowa permits vaporizable cartridges and concentrates, tablets, capsules, tinctures, water-soluble powders, lotions and ointments. Combustible flower is banned outright, and so is any edible carrying more than 0.3 percent total THC. The default purchase ceiling is 4.5 grams of THC across a rolling 90-day window, liftable only by a practitioner waiver that established patients can request at renewal. Two vertically integrated manufacturers grow, extract and stock every shelf in the state.

Two things shifted in 2026. House File 990, signed June 2 and effective July 1, raised the statutory dispensary cap from five to ten and wrote a pathway for non-residents to buy here. HHS still listed exactly five open stores in September 2026, so the cap moved before the doors did. Separately, on April 28, 2026 the DEA scrapped its old hearing schedule and set a new one for June, so marijuana is still federally Schedule I and no Iowa rule moved with it.

Everything else sold as THC in Iowa is hemp. Since July 1, 2024, consumable hemp products are capped at 4 milligrams per serving and 10 milligrams per container, restricted to buyers 21 and older, and sold only by retailers registered with HHS. Inhalable hemp is a criminal offense. Recreational possession of marijuana remains a serious misdemeanor carrying up to six months in jail and a $1,000 fine on a first conviction, with no decriminalization threshold anywhere in the state.

What People Actually Pay

Because two manufacturers supply all five stores, Iowa prices barely move between cities - what changes is how far you drive. Expect roughly $45-$80 for a 1-gram full-spectrum cartridge, $40-$75 for a tincture, $30-$65 for a bottle of tablets or capsules, and $20-$45 for a topical, plus 6 percent state sales tax and any local option rate. There is no cannabis excise tax and no state-run discount program, so the only real savings come from store promotions. Registration itself costs $100 a year, or $25 with proof of Hawk-i, Medicaid, SSI or SSDI. Hemp runs far cheaper: $14-$22 for a four-pack of 4 mg seltzer and $18-$40 for a jar of gummies.

How Access & Delivery Work

No form of cannabis delivery is legal in Iowa. The Medical Cannabidiol Program requires a registered patient or caregiver to appear in person at one of the five dispensaries with a photo ID and a digital or printed registration card, and Iowa never authorized curbside handoffs, courier runs or mail shipment of medical product. Any app, text thread or social account promising to bring marijuana to an Iowa address is an unlicensed operation, and both ends of that transaction are exposed to a possession or delivery charge. Consumable hemp works differently: gummies, drinks, tinctures and topicals that stay inside Iowa's 4 mg serving ceiling and 10 mg package ceiling ship to Iowa addresses and move through registered retailers normally. That mail channel is the piece the federal hemp redefinition reaches at the end of 2026.

Flower

Not sold anywhere in Iowa. Raw cannabis intended to be combusted or smoked is explicitly excluded from the program, and hemp flower is unavailable too because Iowa Code 204.14A makes inhalable hemp a serious misdemeanor.

Vapes

Cartridges and vaporizable concentrates are the volume category at all five dispensaries and carry the bulk of a patient's 4.5-gram allowance. Hemp-derived carts sold openly in other states are criminal contraband here.

Pre Rolls

None exist legally in Iowa in any form. There is no compliant pre-roll on either the medical or the hemp side, which is the single sharpest difference between an Iowa counter and a Minnesota or Illinois one.

Edibles

Marijuana edibles are prohibited above 0.3 percent total THC, so the entire gummy and chocolate category on Iowa shelves is hemp: 4 mg a piece at most and 10 mg in the whole package, sold to buyers 21 and older by HHS-registered retailers.

Concentrates

Full-spectrum distillate and other extracts are dispensed as vaporizable concentrate, and every gram counts hard against the 90-day THC ceiling. Dabbable hemp concentrate is not lawful because it is inhalable.

Tinctures

Sublingual tinctures and water-soluble powders are the backbone of the oral menu, favored because the milligram math is easy to track against a capped allowance. Hemp CBD tinctures are separately available at ordinary retail.

Topicals

Lotions and ointments are approved medical forms and are also the least regulated corner of the hemp aisle, since a balm that is not ingested or inhaled falls outside the consumable hemp serving caps entirely.
