About 40,000 people live here, and the city licenses no cannabis retail of its own.
It does not need to. Black Hawk County holds one of only five dispensaries in the state, and the Iowa Cannabis Company counter at 1955 La Porte Road is a twelve-minute run east on University Avenue or the highway. What is on offer there is the same short list Iowa allows everywhere: cartridges and vaporizable extract, tablets, capsules, tinctures, water-soluble powder and topical lotion. No flower, no marijuana edibles, and a hard purchase ceiling of 4.5 grams of THC per quarter unless a certifying practitioner grants a waiver.
The hemp side collides with the university's age profile. Consumable hemp is 21 and over across Iowa, so much of the undergraduate population cannot legally buy it, and UNI conduct policy governs possession on campus regardless of state law. The default purchase ceiling is 4.5 grams of THC across a rolling 90-day window, liftable only by a practitioner waiver that established patients can request at renewal. Two vertically integrated manufacturers grow, extract and stock every shelf in the state.
Two things shifted in 2026. House File 990, signed June 2 and effective July 1, raised the statutory dispensary cap from five to ten and wrote a pathway for non-residents to buy here. HHS still listed exactly five open stores in September 2026, so the cap moved before the doors did. Separately, on April 28, 2026 the DEA scrapped its old hearing schedule and set a new one for June, so marijuana is still federally Schedule I and no Iowa rule moved with it.
