Ellis Boulevard Cannabis Guide: Cedar Rapids, Iowa

The smell of milled oats over downtown Cedar Rapids comes from a Quaker plant that has run beside the river for more than a century, and the rest of the economy sits on grain processing, avionics work at Collins Aerospace and insurance. This is Iowa's second-largest city, it has rebuilt from a record flood in 2008 and a derecho in 2020, and it still has no licensed cannabis retail of any kind inside Linn County.

For registered patients that means I-380. The Iowa Cannabis Company store at 322 Highway 1 West in Iowa City is roughly thirty minutes south, and it stocks what every Iowa counter stocks: cartridges, vaporizable concentrate, tablets, capsules, tinctures, powders and topicals. Iowa bans combustible flower and treats marijuana edibles above 0.3 percent total THC as prohibited, so the categories that dominate Illinois and Minnesota menus simply do not appear. A statewide ceiling of 4.5 grams of THC per quarter governs how often that drive is worth making.

Hemp is the local trade. Big Grove Brewery's taproom at 170 1st Street SW is a partner in the Iowa-made Climbing Kites seltzer line, and registered hemp retail runs along 1st Avenue East through the medical district, on Center Point Road NE, the Edgewood Road corridors on both sides of the river, Blairs Ferry Road up by the north-side retail strip, and 16th Avenue SW through Czech Village. Those counters can sell drinks and gummies only at or below the state ceilings, and their inhalable products are limited to nicotine.

Iowa has never legalized marijuana for adults and did not move toward it in 2026. The one lawful route to marijuana-derived THC is the Medical Cannabidiol Program, run by the Iowa Department of Health and Human Services through its Office of Medical Cannabidiol under Iowa Code chapter 124E. It has been dispensing since December 2018 and now carries close to 20,000 registered Iowans. A physician, physician assistant, advanced registered nurse practitioner or podiatrist signs a certification form, the patient applies online, and a digital card arrives within about a week. The fee is $100, or $25 for veterans and people on Medicaid, SSI or SSDI.

The product rules are the tightest part. Iowa permits vaporizable cartridges and concentrates, tablets, capsules, tinctures, water-soluble powders, lotions and ointments. Combustible flower is banned outright, and so is any edible carrying more than 0.3 percent total THC. The default purchase ceiling is 4.5 grams of THC across a rolling 90-day window, liftable only by a practitioner waiver that established patients can request at renewal. Two vertically integrated manufacturers grow, extract and stock every shelf in the state.

Two things shifted in 2026. House File 990, signed June 2 and effective July 1, raised the statutory dispensary cap from five to ten and wrote a pathway for non-residents to buy here. HHS still listed exactly five open stores in September 2026, so the cap moved before the doors did. Separately, federal rescheduling on April 28, 2026 placed state-licensed medical marijuana in Schedule III, which changes tax and research posture without changing a single Iowa rule.

Everything else sold as THC in Iowa is hemp. Since July 1, 2024, consumable hemp products are capped at 4 milligrams per serving and 10 milligrams per container, restricted to buyers 21 and older, and sold only by retailers registered with HHS. Inhalable hemp is a criminal offense. Recreational possession of marijuana remains a serious misdemeanor carrying up to six months in jail and a $1,000 fine on a first conviction, with no decriminalization threshold anywhere in the state.

Iowa has exactly two licensed manufacturers, and they supply every dispensary in the state, so the brand list is short and honest. Bud & Mary's runs the Windsor Heights and Sioux City stores and produces the Batch, NUO and TheMyx lines of cartridges, tablets, tinctures and topicals. Iowa Cannabis Company operates the Waterloo, Iowa City and Council Bluffs counters and carries full-spectrum cartridges alongside the same oral and topical forms. On the hemp side the strongest Iowa-made names are Climbing Kites, the THC seltzer built by Des Moines brewery Lua with Big Grove Brewery, and Day Dreamers from Field Day Brewing in North Liberty - both reformulated to the 4 mg serving ceiling when it took effect. Read the certificate of analysis before you buy anything hemp-derived.

The dispensary cap doubled in 2026 without a single new door opening yet, which makes the next twelve months the most interesting stretch Iowa has had since 2018. House File 990 authorizes ten stores and adds non-resident access, so the map that has run through Windsor Heights, Sioux City, Waterloo, Iowa City and Council Bluffs for years is finally in play. Meanwhile the hemp side faces the opposite pressure: Iowa already caps servings at 4 mg, and the federal redefinition tightens finished products to 0.4 mg total THC per container on November 12, 2026 for lab-converted cannabinoids and December 11, 2026 for the rest. Minnesota retail crossed 148 licensed stores in 2026 and Nebraska expects first sales in December, which leaves Iowa surrounded on nearly every side.
