Ninth Avenue Overview

The 9th Avenue corridor cuts across the southern half of Council Bluffs through a mix of light industrial parcels, older housing and commercial frontage, and at 3615 9th Avenue it holds Iowa Cannabis Company, one of five licensed dispensaries in the state. Patients drive here from across southwest Iowa, and the store is the closest legal counter to the entire Omaha metro. Registered hemp retail operates nearby as well, which makes this a short stretch of road carrying an outsized share of the region's lawful cannabis commerce.

Delivery in Ninth Avenue

Nothing leaves this store by courier. Iowa requires the registered patient or their caregiver to collect at the counter, while the surrounding hemp retailers ship and drop under ordinary rules.

Local Pricing

Dispensary tags here match every Iowa store because two manufacturers set them statewide, while hemp on the same corridor runs $13-$19 a four-pack.

Market Overview

Cannabis in Ninth Avenue, Council Bluffs

Council Bluffs sits on the Iowa bank of the Missouri opposite Omaha, a rail city where Union Pacific still runs one of the largest classification yards in the country and where casinos, data centers and warehouse logistics carry much of the modern payroll. Roughly 62,000 people live here, and hundreds of thousands more live minutes away in Nebraska. That geography gives the city's single dispensary a reach no other Iowa store has.

Iowa Cannabis Company operates at 3615 9th Avenue, open daily to registered patients. The menu follows the same statute governing every Iowa store: cartridges, concentrate meant for a vaporizer, tablets and capsules, tincture, dissolvable powder and topical lotion, with combustible product and marijuana edibles both excluded. A patient may take home no more than 4.5 grams of THC across any three-month stretch unless a certifying practitioner has signed a waiver.

Nebraska is the variable everybody watches. Voters there approved medical cannabis in 2024, four cultivators hold licenses, no dispensary has been licensed, and the commission has announced no date for a first sale. Until that happens, this Iowa store is the closest licensed cannabis counter to the entire Omaha metro - and even after it happens, nothing bought in Nebraska may cross the river into Iowa. Locally, registered hemp retail runs along West Broadway, Madison Avenue, the Metro Crossing centers and the 24th Street commercial strip.

Iowa Statewide Context

Iowa has never legalized marijuana for adults and did not move toward it in 2026. The one lawful route to marijuana-derived THC is the Medical Cannabidiol Program, run by the Iowa Department of Health and Human Services through its Office of Medical Cannabidiol under Iowa Code chapter 124E. It has been dispensing since December 2018 and now carries close to 20,000 registered Iowans. A physician, physician assistant, advanced registered nurse practitioner or podiatrist signs a certification form, the patient applies online, and a digital card arrives within about a week. The fee is $100, or $25 for people on Medicaid, Hawk-i, SSI or SSDI.

The product rules are the tightest part. Iowa permits vaporizable cartridges and concentrates, tablets, capsules, tinctures, water-soluble powders, lotions and ointments. Combustible flower is banned outright, and so is any edible carrying more than 0.3 percent total THC. The default purchase ceiling is 4.5 grams of THC across a rolling 90-day window, liftable only by a practitioner waiver that established patients can request at renewal. Two vertically integrated manufacturers grow, extract and stock every shelf in the state.

Two things shifted in 2026. House File 990, signed June 2 and effective July 1, raised the statutory dispensary cap from five to ten and wrote a pathway for non-residents to buy here. HHS still listed exactly five open stores in September 2026, so the cap moved before the doors did. Separately, on April 28, 2026 the DEA scrapped its old hearing schedule and set a new one for June, so marijuana is still federally Schedule I and no Iowa rule moved with it.

Everything else sold as THC in Iowa is hemp. Since July 1, 2024, consumable hemp products are capped at 4 milligrams per serving and 10 milligrams per container, restricted to buyers 21 and older, and sold only by retailers registered with HHS. Inhalable hemp is a criminal offense. Recreational possession of marijuana remains a serious misdemeanor carrying up to six months in jail and a $1,000 fine on a first conviction, with no decriminalization threshold anywhere in the state.

Shopping Guide

What to Buy in Ninth Avenue

Product availability in Ninth Avenue, Council Bluffs follows Iowa regulations. Here's what's available and what to expect:

🌿 Flower

Not sold anywhere in Iowa. Raw cannabis intended to be combusted or smoked is explicitly excluded from the program, and hemp flower is unavailable too because Iowa Code 204.14A makes inhalable hemp a serious misdemeanor.

💨 Vape Cartridges

Cartridges and vaporizable concentrates are the volume category at all five dispensaries and carry the bulk of a patient's 4.5-gram allowance. Hemp-derived carts sold openly in other states are criminal contraband here.

🚬 Pre-Rolls

None exist legally in Iowa in any form. There is no compliant pre-roll on either the medical or the hemp side, which is the single sharpest difference between an Iowa counter and a Minnesota or Illinois one.

🍫 Edibles

Marijuana edibles are prohibited above 0.3 percent total THC, so the entire gummy and chocolate category on Iowa shelves is hemp: 4 mg a piece at most and 10 mg in the whole package, sold to buyers 21 and older by HHS-registered retailers.

💎 Concentrates

Full-spectrum distillate and other extracts are dispensed as vaporizable concentrate, and every gram counts hard against the 90-day THC ceiling. Dabbable hemp concentrate is not lawful because it is inhalable.

💧 Tinctures & Oils

Sublingual tinctures and water-soluble powders are the backbone of the oral menu, favored because the milligram math is easy to track against a capped allowance. Hemp CBD tinctures are separately available at ordinary retail.

🧴 Topicals

Lotions and ointments are approved medical forms and are also the least regulated corner of the hemp aisle, since a balm that is not ingested or inhaled falls outside the consumable hemp serving caps entirely.

Brands

Top Cannabis Brands in Ninth Avenue

These Iowa-licensed brands are available at dispensaries serving Ninth Avenue, Council Bluffs:

Iowa has exactly two licensed manufacturers, and they supply every dispensary in the state, so the brand list is short and honest. Bud & Mary's runs the Windsor Heights and Sioux City stores and produces the Batch, NUO and TheMyx lines of cartridges, tablets, tinctures and topicals. Iowa Cannabis Company operates the Waterloo, Iowa City and Council Bluffs counters and carries full-spectrum cartridges alongside the same oral and topical forms. On the hemp side the strongest Iowa-made names are Climbing Kites, the THC seltzer built by Des Moines brewery Lua with Big Grove Brewery, and Day Dreamers from Field Day Brewing in North Liberty - both reformulated to the 4 mg serving ceiling when it took effect. Read the certificate of analysis before you buy anything hemp-derived.
