East Village Overview

Six blocks of East Locust and East Grand below the Capitol turned into the city's independent retail district, with boutiques, a bookstore, restaurants and apartments over the storefronts. Des Moines runs on insurance underwriting, state government and a downtown that empties into the skywalk at five o'clock, and it is the largest American capital city whose residents cannot buy cannabis where they live. The Medical Cannabidiol Program never placed a store inside Polk County proper. The closest counter is in Windsor Heights, a one-square-mile enclave city wedged between Des Moines and Clive, and the drive from the Capitol steps is a straight run west on I-235.

What a Polk County patient gets there is narrower than most people expect. Vaporizable cartridges, concentrates, tablets, capsules, tinctures, water-soluble powders and topical lotions are the entire approved menu. Anything smokable is off the table, and marijuana edibles are prohibited above 0.3 percent total THC. The purchase ceiling of 4.5 grams of THC per 90 days applies no matter which of the five stores you use, and a certifying practitioner has to sign a waiver to raise it.

Hemp is where the volume actually is in this city. Climbing Kites, the THC seltzer Lua Brewing built here, sells through Gateway Market near Woodland Avenue, Campbell's Nutrition on Ingersoll and Beaver, coffee shops around the East Village, and liquor coolers all over the metro. Vape and smoke shops concentrate along Merle Hay Road, East Euclid Avenue, Fleur Drive south of the airport, and the SE 14th Street strip, with more scattered along Hubbell Avenue toward the fairgrounds. Every one of those counters is bound by the same 4 mg serving and 10 mg container ceilings.

Iowa Statewide Context

Iowa has never legalized marijuana for adults and did not move toward it in 2026. The one lawful route to marijuana-derived THC is the Medical Cannabidiol Program, run by the Iowa Department of Health and Human Services through its Office of Medical Cannabidiol under Iowa Code chapter 124E. It has been dispensing since December 2018 and now carries close to 20,000 registered Iowans. A physician, physician assistant, advanced registered nurse practitioner or podiatrist signs a certification form, the patient applies online, and a digital card arrives within about a week. The fee is $100, or $25 for people on Medicaid, Hawk-i, SSI or SSDI.

The product rules are the tightest part. Iowa permits vaporizable cartridges and concentrates, tablets, capsules, tinctures, water-soluble powders, lotions and ointments. Combustible flower is banned outright, and so is any edible carrying more than 0.3 percent total THC. The default purchase ceiling is 4.5 grams of THC across a rolling 90-day window, liftable only by a practitioner waiver that established patients can request at renewal. Two vertically integrated manufacturers grow, extract and stock every shelf in the state.

Two things shifted in 2026. House File 990, signed June 2 and effective July 1, raised the statutory dispensary cap from five to ten and wrote a pathway for non-residents to buy here. HHS still listed exactly five open stores in September 2026, so the cap moved before the doors did. Separately, on April 28, 2026 the DEA scrapped its old hearing schedule and set a new one for June, so marijuana is still federally Schedule I and no Iowa rule moved with it.

Everything else sold as THC in Iowa is hemp. Since July 1, 2024, consumable hemp products are capped at 4 milligrams per serving and 10 milligrams per container, restricted to buyers 21 and older, and sold only by retailers registered with HHS. Inhalable hemp is a criminal offense. Recreational possession of marijuana remains a serious misdemeanor carrying up to six months in jail and a $1,000 fine on a first conviction, with no decriminalization threshold anywhere in the state.
