Northern Lights Cannabis Guide: Minot, North Dakota
Where people in Northern Lights actually buy, what it costs, and what is legal in Minot, North Dakota as of September 2026.
Northern Lights Overview
The Northern Lights addition is one of the master-planned developments built on North Hill during the Bakken growth years, laid out with newer single-family homes, twin homes and apartment blocks aimed at families arriving for oil and base-adjacent work. It reads newer and more uniform than the older hill neighborhoods around it, and much of the population turned over quickly during the boom. Distance from licensed retail is the practical issue: the South Hill store is a full crossing of the city, five to six miles depending on the route.
Delivery in Northern Lights
New construction did not come with new access, and no cannabis delivery is permitted statewide. Residents typically drive Broadway or Sixteenth Street south and combine the stop with mall-area shopping.
Local Pricing
Counter rates are fixed citywide. With a six-mile trip, patients here tend to buy toward the upper end of a monthly allowance in a single visit.

Cannabis in Northern Lights, Minot
Minot grew as a railroad town, boomed on Bakken money, drowned in the 2011 Souris River flood and rebuilt around a levee project that is still going. The valley floor holds downtown and the older neighborhoods, North Hill and South Hill carry most of the newer housing, and Minot Air Force Base adds thousands of airmen and dependents thirteen miles north on Highway 83. The North Dakota State Fair fills the city every July.
For cannabis, the picture is narrower than the population suggests. Curaleaf holds the only license in Ward County, selling only to enrolled card holders who produce that credential alongside a photo ID. No recreational sales exist anywhere in North Dakota, home growing is prohibited, and nothing is delivered. The base population is the wrinkle: federal law governs inside the gates, and a state medical card carries no weight for an airman regardless of certification.
The store sits at 2301 16th Street SW on South Hill, inside the commercial district that grew around Dakota Square Mall and the 20th Avenue retail belt, so it is convenient for the southern half of the city and a real drive from the valley and North Hill. Ordinary hemp and CBD retail follows South Broadway and the Dakota Square area, confined by statute to non-intoxicating cannabinoid products with strict container limits. Downtown Main Street and Central Avenue carry the smoke shop and glass trade in the rebuilt storefronts near the river.
North Dakota Statewide Context
North Dakota has been a medical-only state since voters approved the Compassionate Care Act as Initiated Measure 5 in 2016. The first dispensary sales did not happen until March 2019, and the program is run by the Division of Medical Marijuana inside the Department of Health and Human Services, based at 600 East Boulevard Avenue in Bismarck. The state counted 10,317 cards issued as of August 6, 2026.
Retail here is deliberately small. State law caps the market at eight dispensing compassion centers and two manufacturing facilities, and every one of those eight storefronts is currently held by Curaleaf, Pure Dakota Health or Strive Life. Nothing is delivered, nothing is grown at home, and a patient card only protects product bought inside North Dakota from one of those eight counters. Purchases carry the ordinary 5 percent state sales tax plus city and county sales tax; there is no cannabis excise tax on top.
August 1, 2025 brought the biggest expansion the program has had. House Bill 1203 and Senate Bill 2294 added cannabinoid edibles in the form of square hard or soft lozenges capped at 5 mg of THC per serving and 50 mg per package, dropped the in-person requirement for a first certification visit so telehealth now counts, stretched patient cards from one year to two, and raised the application fee to $40. Senate Bill 2293 capped concentrate containers at one gram. Nonresidents can now get a 60-day North Dakota card.
Politically the state has narrowed but not moved. Measure 5 lost 52.55 to 47.45 percent in November 2024, the third defeat in six years. Meanwhile Minnesota opened licensed adult-use retail in September 2025 and Montana has sold adult-use since 2022, which leaves North Dakota ringed by legal stores it gives its own residents no legal way to use.
What to Buy in Northern Lights
Product availability in Northern Lights, Minot follows North Dakota regulations. Here's what's available and what to expect:
🌿 Flower
Dried leaves and flowers are the volume seller at all eight counters, sold only to patients 19 and older whose provider has not restricted them to non-combustible forms. Minors in the program cannot buy flower at all.
💨 Vape Cartridges
Vape cartridges and disposables are stocked as cannabinoid concentrates, so they draw from the 6,000 mg THC monthly allowance rather than the flower ounce count. Hemp-derived vapes are separately illegal to sell in North Dakota, because state hemp law excludes any inhalable made from hemp extract.
🚬 Pre-Rolls
Pre-rolled joints are sold as flower and count against the same 2.5-ounce, 30-day purchase ceiling. Selection is thin next to Minnesota or Montana because only two licensed manufacturers supply the entire state.
🍫 Edibles
Edibles only arrived in late August 2025 and the format is narrow by law: hard or soft lozenges in a geometric square shape, 5 mg of THC per serving, 50 mg per package, 310 mg per day of purchasing and 500 mg of possession. Gummies, chocolate, baked goods and THC drinks remain outside the program.
💎 Concentrates
Wax, shatter, budder, RSO and distillate are all in the program, with a hard one-gram cap on any single container since Senate Bill 2293 took effect in August 2025. Concentrates count toward the 6,000 mg THC figure, not the flower limit.
💧 Tinctures & Oils
Sublingual solutions and oils are a standard category and a common starting point for older patients who want dosing they can measure. They fall under the same milligram allowance as concentrates and capsules.
🧴 Topicals
Cannabis lotions, balms and transdermal patches are sold at all eight dispensaries. Separately, hemp topicals sold in ordinary retail are legal in North Dakota only up to 50 mg of total THC per container under NDCC chapter 4.1-18.1.
Top Cannabis Brands in Northern Lights
These North Dakota-licensed brands are available at dispensaries serving Northern Lights, Minot:
The whole state runs on three licensed operators, so there is no long brand shelf to compare. Curaleaf holds the dispensaries in Minot, Dickinson, Jamestown and Devils Lake. Pure Dakota Health holds Bismarck, Fargo and Williston. Strive Life holds Grand Forks. Products come from the two licensed manufacturing facilities, which is why the same strain names and cartridge hardware turn up in stores hundreds of miles apart. Outside the program, the only cannabinoid goods legally sold at ordinary North Dakota retail are CBD and CBG items, hemp tinctures capped at 30 mL and hemp topicals under 50 mg total THC per container. Delta-8, THC-O, HHC and THCP products are excluded from the state hemp definition and cannot be sold here at all.
2026 Cannabis Trends in North Dakota
Current market trends affecting shoppers in Northern Lights, Minot:
The 2025 session was the friendliest the program has seen: lozenges, telehealth certifications, two-year cards and a one-gram concentrate cap all landed on August 1, 2025, and Senate Bill 2308 dissolved the Medical Marijuana Advisory Board. What did not change is the eight-dispensary ceiling in NDCC 19-24.1-12, and no new application period has opened. The pressure now comes from outside: Minnesota licensed retail opened in September 2025 and tribal stores sit minutes from Fargo and Grand Forks, while a federal hemp redefinition signed in November 2025 takes effect November 12, 2026 and will pull most remaining intoxicating hemp products off shelves nationally.
