The legislature extended its moratorium on brand-new business licenses to August 1, 2028 under House Bill 3143, so existing operators can still open additional locations on a license they already hold, but nobody new gets in the door until then.

One rule trips up almost every out-of-state patient: Oklahoma dispensaries cannot deliver. None of that changes the headline fact for 2026: Oklahoma remains medical-only, cannabis is not sold to the general public, and visitors expecting a walk-in adult-use shop need a $100 temporary patient license first.

Oklahoma has no real statewide brand tier to speak of. With more than 1,700 licensed growers and 570 processors feeding fewer than 1,300 shops, the market is dominated by small, single-location craft growers and processors that never scale beyond a dispensary or two - ask your local shop which of its house or partner brands moves fastest, because inventory turns over quickly in a market this saturated. A second recreational ballot push, State Question 837, was withdrawn by its organizers in November 2025 without collecting signatures, keeping Oklahoma medical-only for the foreseeable future.
