Missouri moved fast on retail and slowly on hospitality. Amendment 3 built a licensing system covering cultivation, manufacturing, testing, dispensaries and microbusinesses, and the Division of Cannabis Regulation has not created a standalone consumption venue license on top of it. Public consumption remains unlawful and carries a civil fine. That leaves buyers in St Louis, Kansas City and Springfield with easy access to product and nowhere public to use it.

Missouri has two metro areas that straddle state lines, which is where most of the confusion comes from.

  • Check the Division of Cannabis Regulation license list. Cultivation, manufacturing, testing, dispensary, microbusiness and transportation exist. Consumption does not
  • Any Missouri venue advertising public on-site cannabis consumption is operating without a state consumption license, because none exists
  • Kansas City results routinely mix Kansas addresses into Missouri searches, and Kansas is a prohibition state
  • Illinois consumption venues appear under St Louis searches. Check which side of the river the address is on
  • A private, invitation-based event on private property is a different thing from a licensed venue, with different risk

What to Expect on the Ground

Missouri is one of the easier states to buy in and offers no public consumption options.

  • Adults 21 and older buy with a government photo ID, and registered patients buy at higher limits with lower tax
  • Purchase limits run to 3 ounces per 30 days for adult-use and 6 ounces for registered patients
  • Delivery is legal for both medical and adult-use customers
