Rhode Island • CONSUMPTION LOUNGES
The law contemplates them. The commission has not licensed a single one.
Rhode Island is one of a small group of states whose cannabis law makes room for consumption establishments where adults may bring their own cannabis and use it where cigarette smoking would otherwise be allowed. That provision has existed since the Rhode Island Cannabis Act, and no venue has been licensed under it. Regulatory attention in 2026 went somewhere else entirely: a June law nullified the previous retail licensing process and forced the commission to start again, with a new application window running from August to November 2026.
A small state with a small market and a licensing process that restarted this year.
The Cannabis Act contemplates venues where adults may bring their own cannabis and consume it where cigarette smoking would otherwise be permitted under state and local law. No such venue has been licensed, and the commission has not run an application process for the category.
Rhode Island began adult-use sales in December 2022 through a limited set of hybrid retailers. The 2026 licensing round is intended to expand that considerably, with up to 24 new licenses spread across six geographic zones.
Compassion centers serve registered patients and are the only route to cannabis delivery in Rhode Island, permitted between 8:00am and 8:00pm. Consumption on the premises is not part of that license.
No Rhode Island alcohol license permits cannabis consumption. A consumption establishment would need its own license under the Cannabis Act, and none has been issued.
Massachusetts adopted consumption venue regulations effective January 2, 2026 and is a short drive from anywhere in Rhode Island. Anything you buy or consume there stays in Massachusetts.
The authorizing language in the Act generates a steady stream of premature listings.
A small market in the middle of a licensing reset, with a consumption category that exists only on paper.
No lounge fees exist, because no lounge exists. These are the numbers that do apply.
Does Rhode Island allow cannabis lounges?
The Cannabis Act contemplates bring-your-own consumption establishments where adults may use cannabis where cigarette smoking would otherwise be permitted. No venue has been licensed under that provision, so in practice there is nowhere to go.
Why has none opened?
The commission has not run a licensing process for the category. Regulatory capacity in 2026 went to rebuilding the retail licensing process after legislation effective June 10, 2026 nullified the previous one.
What is the 2026 licensing round?
An adult-use retail application window running August 7 to November 23, 2026 for up to 24 licenses, split as 12 general, 6 social equity and 6 worker cooperative across six geographic zones.
Can I consume at a Rhode Island dispensary?
No. Retailers and compassion centers sell only. Neither holds a consumption endorsement.
Is delivery available?
For registered medical patients, yes, between 8:00am and 8:00pm. Adult-use delivery is not authorized in Rhode Island.
Where can I legally consume?
On private property where the owner permits it. Public consumption is prohibited and no licensed venue exists.
Can I go to Massachusetts instead?
Yes. Massachusetts adopted consumption venue regulations effective January 2, 2026. Whatever you buy or consume there has to stay there.
Will lounges open once retail licensing settles?
That is the plausible sequence, since the authorizing language already exists. Nothing has been scheduled, so treat it as possible rather than imminent.
