Overview

Rhode Island's cannabis market runs through a bottleneck almost nowhere else in the country tolerates: nine stores for 1.1 million residents. The Rhode Island Cannabis Act took effect May 25, 2022, and adult-use sales began that December at the state's existing medical compassion centers, the same nonprofit-rooted operators that have sold medical cannabis since the Edward O. Hawkins and Thomas C. Slater Medical Marijuana Act passed in 2006. As of September 2026, those nine dual-licensed centers are still the entire legal retail map, though the Cannabis Control Commission is running a lottery for 24 additional adult-use-only licenses spread across six geographic zones, with the first new doors expected late 2026 into 2027.

Every adult-use sale carries a flat 20% tax load: 7% state sales tax, a 10% state cannabis excise tax, and a 3% local cannabis excise tax that gets routed back to the city or town where the sale happened. Registered medical patients skip the excise taxes and instead pay 7% sales tax plus a 4% compassion-center surcharge, an 11% total that also comes with a higher purchase allowance, home cultivation up to 12 mature plants instead of three, and an exemption from Rhode Island's metabolite-only DUI standard.

Home growing isn't limited to patients anymore. Under the Cannabis Act, any adult 21 or older can grow up to three mature and three immature plants and keep as much as 10 ounces of dried flower at home, provided it's locked up and out of sight from the street. Public possession is capped lower — one ounce of flower or five grams of concentrate — and buying more than that in a single dispensary visit isn't allowed either.

The one rule that trips up out-of-state visitors and new residents alike: there is no legal recreational cannabis delivery in Rhode Island. State law authorizes compassion centers to deliver only to registered medical patients and their registered caregivers. Adult-use customers, tourists included, have to walk into one of the nine stores and buy in person. With only nine locations statewide — concentrated in Providence, Warwick, Pawtucket, Portsmouth, and Woonsocket — that means a real drive for anyone in the state's other ten cities and towns, at least until the 24-license expansion opens more storefronts closer to home.

There's no app-based courier network, no third-party delivery platform, and no adult-use curbside-to-your-door option anywhere in Rhode Island as of September 2026, regardless of what national delivery apps might suggest is available.

Medical patients order through their chosen compassion center directly, show a valid Rhode Island medical marijuana card and photo ID at the door, and the center's own staff, not a gig-economy contractor, handles the drop-off. Turnaround depends on which center a patient is registered with and how far they live from it, since only five of the fifteen largest Rhode Island cities and towns actually host a licensed center.

Gummies and chocolate remain the dominant formats; the state's small licensed-cultivator base means edible brand selection varies more by which center you visit than in bigger markets.

Concentrates

Wax, shatter, live resin, and rosin fall under the same 5-gram public possession and 7.7-gram per-transaction rules as vape cartridges. Selection depends heavily on in-house extraction at hybrid grow-and-retail centers versus what a retail-only storefront can source wholesale.

Tinctures

Sublingual tinctures see more use among registered medical patients managing a consistent daily dose, since the medical program's higher purchase allowance and 11% tax rate make regular tincture use more affordable than under the 20% adult-use rate.

Topicals

Balms, salves, and transdermal patches are sold without the psychoactive limits that apply to inhaled or ingested products, and they're available to both medical and adult-use customers at every one of the state's nine centers.
