Ko Olina Cannabis Guide: Kapolei, Hawaii

Where people in Ko Olina actually buy, what it costs, and what is legal in Kapolei, Hawaii as of September 2026.

Informational only. We don’t sell or deliver cannabis and we’re not a dispensary.

Ko Olina Overview

Ko Olina is the resort district at the western tip of the leeward plain, four man-made lagoons fronted by Aulani, the Four Seasons, Marriott timeshares and a marina, with the golf course inland. It is a self-contained visitor zone, and the Ko Olina Center holds the shops and restaurants that serve it. Aloha Green Apothecary operates a dispensary at 92-1047 Olani Street in that center, which makes this the only resort area in Hawaii with a licensed counter inside it. Consumption on resort property is another matter entirely.

Delivery in Ko Olina

No cannabis is delivered to a Ko Olina hotel room or timeshare, since Hawaii licenses no courier. The counter in the Ko Olina Center is walkable or a two-minute drive from most of the resort properties.

Local Pricing

Visiting patients typically buy one or two items, $40 to $90 total, because nothing may be carried onto a flight home or to another island.

Ko Olina FAQ

Is there really a dispensary at the resort?

Yes, Aloha Green Apothecary trades inside the Ko Olina Center, at number 92-1047 Olani Street.

Can I consume at my hotel?

Resort properties are effectively smoke-free and the lagoons are public access, so lawful options are extremely limited.

Do I need to register before arriving?

Yes. The Hawaii out-of-state patient application must be approved before you land.

Market Overview

Cannabis in Ko Olina, Kapolei

Kapolei was planned as the second city of Oahu, a deliberate attempt to build jobs, government offices and housing on the leeward plain so that the entire island would not have to commute into Honolulu. It has grown into exactly that: city offices, a courthouse, University of Hawaii West Oahu, two shopping centers, the Ka Makana Alii mall and tens of thousands of homes in Mehana, Kapolei Knolls and the Villages of Kapolei.

For registered patients this is the best-served town on Oahu outside Honolulu. Cure Oahu operates at 4850 Kapolei Parkway in the heart of the new city, and Aloha Green Apothecary runs a store at the Ko Olina Center on Olani Street beside the resort lagoons. Two different licensees within about ten minutes of each other means real menu choice and promotion calendars that rarely align.

The catchment is enormous. Ewa Beach, Makakilo, the Waianae Coast, Ko Olina resort guests and the Kalaeloa and Campbell Industrial Park workforce all rely on these two counters, because there is nothing else west of Aiea. Add the visitor volume at Aulani and the Four Seasons, and the Ko Olina store handles a steady flow of out-of-state patients who registered with the Department of Health before flying.

Commercially, the map is Kapolei Parkway, Farrington Highway, the Kapolei Commons and Ka Makana Alii strips, and the Ko Olina Center. A licensed store on any of those already sits where the leeward side shops.

Hawaii Statewide Context

Hawaii passed the first state medical cannabis law written by a legislature rather than a ballot measure in 2000, then waited seventeen years for a store to open. Act 241 built the dispensary system in 2015, and the first legal sale happened on Maui in August 2017. Everything you can buy today flows through that system: eight licensed companies, each growing and manufacturing on the island where it sells, with the Department of Health Office of Medical Cannabis Control and Regulation running licensing, testing oversight and inspections.

Access starts with a 329 card. A physician or advanced practice registered nurse certifies a qualifying condition, you apply through the state portal, and registration costs $38.50 for one year or $77.00 for two. Act 241 of 2025 capped what a certifying provider may charge at $105 for a one-year certification and $210 for a two-year one, and it let providers establish the patient relationship over telehealth. Roughly 29,200 in-state patients held valid cards as of July 2026.

Cardholders may possess four ounces of usable cannabis and grow up to ten tagged plants at one registered site. Dispensaries cannot sell more than four ounces to any patient in fifteen consecutive days or eight ounces in thirty. There is no separate cannabis excise tax, so your receipt reflects the general excise tax, passed on at up to 4.712 percent in every county.

Two things trip people up. Cannabis cannot be carried between islands, not even by a patient with a valid card, because federal airspace and waters sit in between. And hemp is regulated hard: interim rules effective January 28, 2026 cap gummies at one milligram of THC per piece, ban hemp flower and hemp vapes outright, and require every retailer selling hemp products to register with the state.

Shopping Guide

What to Buy in Ko Olina

Product availability in Ko Olina, Kapolei follows Hawaii regulations. Here's what's available and what to expect:

🌿 Flower

Island-grown flower is the backbone of every Hawaii menu, sold in grams, eighths and occasionally quarters. Because each licensee cultivates on the island where it sells, strain lineups differ sharply between Kona, Kahului and Honolulu.

💨 Vape Cartridges

Cartridges and safe pulmonary administration devices are sold to patients, and the November 2025 rule update also cleared dispensaries to stock vaporizers, grinders, papers and cones. Hemp-derived vapes are banned statewide.

🚬 Pre-Rolls

Singles and multi-packs are on most menus, though volumes are small compared with mainland markets and popular strains sell out between harvests.

🍫 Edibles

Gummies, chocolates, chews and capsules dominate. Dispensary edibles are dosed for patients rather than capped at hemp limits, so read the package rather than assuming a five-milligram serving.

💎 Concentrates

The November 2025 interim rules explicitly allowed inhalable oil extracts and concentrates that contain no nicotine, tobacco or hemp-derived cannabinoids, which widened the dab and cartridge shelf.

💧 Tinctures & Oils

Sublingual tinctures and drink boosters are a staple for older patients and anyone who cannot smoke; dosing is measured per milliliter on the label.

🧴 Topicals

Balms, salves and roll-ons are stocked for joint and muscle complaints and do not count against your inhaled routine, though they still come out of your four-ounce allowance.

Brands

Top Cannabis Brands in Ko Olina

These Hawaii-licensed brands are available at dispensaries serving Ko Olina, Kapolei:

Only eight companies hold Hawaii dispensary licenses, and each sells its own cultivation under its own name. On Oahu you have Aloha Green Apothecary, Cure Oahu and Noa Botanicals. Maui County has Maui Grown Therapies and Pono Life Maui. Hawaii Island has Big Island Grown and Hawaiian Ethos. Kauai has Green Aloha. There are no third-party brands imported from the mainland, because nothing may cross state or county lines; what you see on a shelf was grown and packaged by that licensee or bought from another Hawaii licensee through an approved dispensary-to-dispensary transfer.
