Kumulani, also known as Makakilo Ridge, is the gated community of custom single-family homes built by Finance Realty and Schuler through the 1990s and 2000s on the upper hillside. Lots are larger than the surrounding tracts and the gate keeps through traffic out entirely. It is among the most private addresses in west Oahu. Makakilo means observing eyes, and the name fits: the community climbs the foothills of the Waianae range to around a thousand feet, looking down over the whole Ewa plain, Pearl Harbor and the ocean beyond. Development began in the early 1960s when Finance Realty bought land from the Campbell Estate, and it has grown upward in phases ever since, from the older custom homes at the bottom to the newer tracts at the top.

The town is divided in practice into three parts. Lower Makakilo holds the original larger lots with no association fees, Upper Makakilo has the newer homes and cooler air, and Kahiwelo occupies the eastern side above the gulch. Palehua covenants govern much of the upper half, which is directly relevant to any patient thinking about the ten-plant home cultivation allowance.

For cannabis there is nothing here. No licensed retail exists in Makakilo and none is possible without a new state licensing round, which has not happened. What Makakilo does have is proximity: Kapolei sits directly below, with two counters run by two different licensees, so the drive is five to fifteen minutes depending on how high up you live.

Everything routes through Makakilo Drive, the single main climb, feeding the H-1 and Farrington Highway at the bottom. Businesses serving this hillside sit down on Kapolei Parkway and at Ko Olina, which is where the whole community shops anyway.

Hawaii Statewide Context

Hawaii passed the first state medical cannabis law written by a legislature rather than a ballot measure in 2000, then waited seventeen years for a store to open. Act 241 built the dispensary system in 2015, and the first legal sale happened on Maui in August 2017. Roughly 29,200 in-state patients held valid cards as of July 2026.

Cardholders may possess four ounces of usable cannabis and grow up to ten tagged plants at one registered site. Dispensaries cannot sell more than four ounces to any patient in fifteen consecutive days or eight ounces in thirty. There is no separate cannabis excise tax, so your receipt reflects the general excise tax, passed on at up to 4.712 percent in every county.

Two things trip people up. Cannabis cannot be carried between islands, not even by a patient with a valid card, because federal airspace and waters sit in between. And hemp is regulated hard: interim rules effective January 28, 2026 cap gummies at one milligram of THC per piece, ban hemp flower and hemp vapes outright, and require every retailer selling hemp products to register with the state.
