For cannabis there is nothing here. No licensed retail exists in Makakilo and none is possible without a new state licensing round, which has not happened. Everything routes through Makakilo Drive, the single main climb, feeding the H-1 and Farrington Highway at the bottom. Businesses serving this hillside sit down on Kapolei Parkway and at Ko Olina, which is where the whole community shops anyway.

Hawaii never created a cannabis delivery license, so nothing is brought up the hill and any operator claiming otherwise is unlicensed. Makakilo has kept building upward while the retail base stayed on the plain, so the hillside population keeps growing without any change to where cannabis can be bought.
