Iowa bans combustible flower and treats marijuana edibles above 0.3 percent total THC as prohibited, so the categories that dominate Illinois and Minnesota menus simply do not appear. Two things shifted in 2026. House File 990, signed June 2 and effective July 1, raised the statutory dispensary cap from five to ten and wrote a pathway for non-residents to buy here.
